Market Advisory Panels

The main purpose of the Market Advisory Panels is to advise the Management Board on the optimum approach to developing and implementing a three-year rolling research and activity plan which forms part of the RICS business plan. The research and activity plan will take account of local needs and market conditions and be set within the strategic framework established by Governing Council and the objectives set by the Management Board.

There are two Market Advisory Panels: Middle East and North Africa (MENA) and Sub-Saharan Africa (SSA). Both panels consist of RICS members and RICS Executives and can include non-members (independents). The Market Advisory panels report to the Management Board.

  • Chair, Christopher Seymour FRICS

    Chris has more than 25 years of experience in the industry and manages the 1300-strong Mott MacDonald operation in the Middle East. Having worked in most of the major cities in the Middle East region over the last 10 years, he specialises in commercial, leisure and healthcare sectors, plus infrastructure, oil and gas. Chris also sits on the Investment Committee of ENBD REIT and is an active member of the IPFA. Having spent many years in PFI and PPP procurement practising in both UK and the Middle East, he also advises many clients on strategy, risk, commercial and technical advice for large public-sector investments.

  • Chair, Sanett Uys

    Sanett is the Managing Director of Serendipityremix, a company she started in 2016. With 23 years of experience, she has an extensive background in property economics and research. With Serendipityremix, Sanett introduced new research concepts in the South African property industry, and they are doing due diligence work for various portfolios, building condition assessments and new concept focus groups at shopping centres.

    She started out at Rode & Associates as the editor of Rode’s Retail Report of South Africa and Survey Manager in 1997. In 2002, Sanett joined Broll Property Group as the research manager and then went to Colliers International South Africa as Director in Charge of Western Cape Operations and Research. In 2009 she returned to Broll as Head of Research and Marketing. She joined JHI Properties in 2013 as the executive for Research, Consulting and Valuations, trading as JHI Advisory.

    Laeeq Hassan has 27 years of robust experience in the construction sector in Pakistan, UAE, Oman, Qatar, and KSA with leading Cost Consultants, Consultants, and Contractors across the Middle East. Currently, he is engaged with JLL (Jones Lang LaSalle) on one of the landmark projects in Riyadh City.

    Laeeq got his initial qualification from Pakistan and later completed MSc in Quantity Surveying from Heriot-Watt University – UK (Dubai Campus) in 2009. Subsequently, he became RICS Chartered member in 2011, since then Laeeq has been actively participating in RICS, he is the RICS APC Panel Chairperson.

  • In the spotlight: Meet the chair of our RICS Qatar Advisory board

    Adrian is a Fellow in the valuation pathway and has been in the region for 15 years, with the last 9 years in Qatar. He has headed up the teams of many international real estate consultants. His wish is to see the regulation of the valuation and broker markets in Qatar.

  • Kieran Chauhan FRICS

    Kieran has over 11 years experience working in the construction industry in the UK and the middle east. He is currently working in the Contracts Advisory Services (CAS) team at Currie & Brown, a global consultancy where he regularly provides advice on matters of quantum, delay and disruption to employers, contractors, subcontractors and legal professionals on various projects within the GCC region. He also has experience in working alongside a prominent arbitrator on a construction arbitration case within the UAE and intends to develop this skillset further. Prior to relocating to the Middle East, he worked as a Quantity Surveyor / Cost Consultant in the UK delivering commercial, retail and residential projects for key clients across the country.

    Kieran holds a Masters degree in Construction Law and Dispute Resolution, is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and is also a RICS Registered Expert Witness.

    At the age of 28, he was also awarded the honour of the first youngest fellow of the RICS (FRICS) which has been influential in inspiring the next generation of professionals. This is an area that is very important to Kieran as he takes an active role in the APC process and is a chairman for the RICS APC final assessment interviews.

    He has been a board member of the RICS MENA QS & Construction Professional Working Group and was a board member of the UAE National Board since 2018 before taking over as Chairperson in 2020.

    He chairs the RICS UAE National Board with the aim to deliver the RICS strategy and objectives, strengthen the RICS offering in the region and shape the way the profession moves forward.

    Dharmendar Pardasani, FRICS

    Dharmendar works with Parsons Overseas Ltd (A US based Consultancy firm) in Dubai as ‘Contracts and Commercial Director’. He is an old-timer in Dubai and has seen Dubai growing leaps and bounds during last 25 years. He has been a corporate member of RICS since 2006 and joined UAE National Board in 2019 and prior to that he also served on RICS Regional Educational Board from 2012-14. Dharmendar has worked on some major roads and infrastructure projects of Dubai during his last 25 years, notably on some high-profile projects like, Dubai Canal, Dubai Expo, Floating Bridge etc. Dharmendar is a staunch supporter of Continuing Professional Development and acts as mentors to many young professionals who aspire to obtain the corporate membership of RICS.

    Moamen Osman MRICS

    Moamen Osman is chartered surveyor; claims consultant; and contracts expert who possesses 26 years of experience in the construction industry. Moamen has been assisting several developers and contractors across the region to sustain financial capacities and seamless operations through delivery of effective contracts and claims management support. His experience covers diverse array of construction sectors such as aviation; railway; infrastructure; healthcare; hospitality; retail; and building projects, under wide range of standard and bespoke contracts.

    Moamen maintains consistent commitments to assisting surveyors and practitioners pursue their career and academic advancements in engineering; law; business; and management. His contribution to the construction society in the region reflects in-depth knowledge and experience earned through affiliation to leading professional bodies such as the Royal Institute of Chartered Surveyors.

    Moamen offers the board industry insights, and provides advice on the sustainability of the profession; and the RICS/surveyors mutual engagement.

    Sinimol Noushad FRICS

    Sinimol Noushad is the Founder and CEO of DEZIRE Project Consultant with offices in UAE and India. She is a project management and cost management expert with experience spanning diverse sectors including Commercial, Industrial, Hotel and Hospitality sectors.  A Civil Engineer by education, she is leading over 80 contract management and quantity surveying professionals in UAE and India.

    She holds chartered memberships from various international organizations and is national board member of RICS-UAE Chapter. She is a member of Standard Setting Committee for International Construction Measurements Standards (SSC-ICMS) set out by RICS, Chairperson IIQS UAE and its Magazine Chief Editor. She has represented various IIQS and RICS conferences organized by ICMS in London, Brussels, Greece, Delhi and Mumbai.

    Sinimol has won multiple awards including “Young Assessor Commitment Award” in 2011 from RICS, was finalist for the SGA Property Consultancy “Woman in Construction Award” in 2013 from AIQS, was finalist in Woman in Leadership of the year at The Big 5 Women in Construction awards 2021 and won Business Excellence in Social Impact Award at the Sustainable Summit 2021. Under her leadership DEZIRE has the finalist for Innovation and Diversity and Inclusion award at The Big 5 Construction Awards.
