Standards and Regulation Board

The Standards and Regulation Board has exclusive responsibility for strategy, policy and operational oversight of the standards, entry and admission to the profession (through RICS’ education and qualification standards), and regulatory functions of RICS.

The Board is comprised of non-members (independent) and members of RICS, and reports to Governing Council.

Chair: Dame Janet Paraskeva

Janet has extensive experience of regulation and of leading Boards gained during a highly successful career in a range of high-profile national organisations. She was the first Chief Executive of the National Youth Agency and created the European Confederation of Youth Club organisations. She went on to establish and manage the England operation of the National Lottery Charities Board and was Chief Executive of the Law Society from 2000 to 2006. Janet was First Civil Service Commissioner from January 2006 and is currently Chair of the Appointments Commission for the states of Jersey. She is also Chair of the Board of the Council of Licensed Conveyancers and a trustee of Contemporary Applied Arts. Janet was appointed Dame Commander of the Order of the British Empire in 2010. She is a member of the Privy Council.

  • Bruce Halswell
    Bruce Halswell

    Bruce Haswell MRICS Professional member 

    Bruce is a Director for Turner & Townsend working across Germany and Austria delivering project management and cost management services across a range of built environment projects. Part of his role also involves developing and supporting projects in the West and North African regions.

    Prior to joining Turner & Townsend, Bruce’s career started in 1994 in Scotland as a Quantity Surveyor with Sir Robert McAlpine and then Carillion. Moving London in 2001 to take up a consultancy role with Faithful & Gould and later with Savant International. Following a successful career in the UK, he moved to Egypt in 2008 to set up a new Gleeds’ business from scratch and to grow it into a thriving professional corps supporting an impressive array of mega-projects and international clients.  From 2014, Bruce took on wider geographical responsibilities across the Middle East and Africa regions to develop new businesses and working closely with RICS to expand membership and improve standards of service in emerging economies. 

    Bruce has been a member of RICS since January 2004 and plays an enthusiastic role in promoting RICS standards and professional practice.

    Leigh Miller FRICS Professional member

    Leigh Miller is a Partner based in Ernst & Young’s New York office and has been the firm’s Global Conflicts Leader since January 2021.  Prior to his current role, Leigh was the Global Leader of EY’s Valuation Valuation, Modeling & Economics group from 2016 to 2020, National Director of the Valuation & Business Modeling group in the United States between 2010 and 2016 and the Northeast US Valuation Practice Leader between 2001 and 2010.

    Leigh is a member of various professional bodies, including membership on the Standards & Regulation Board of the Royal Institution of Chartered Surveyors (RICS) and the Independent Panel for Implementation of the Certified in Entity and Intangible Valuations Credential.  Previously, Leigh had been a member of the Governing Council and Americas Board of RICS, and the Standards Review Board of the International Valuation Standards Council.

    Leigh has more than thirty years of experience in the valuation of intangible assets, financial instruments and closely-held business interests. These valuations have been prepared for financial reporting, buy-side and sell-side acquisition analyses, estate and gift tax purposes, income tax purposes and litigation support.  Leigh has valued businesses across many industries, including diversified industrial products, consumer products and retail, life sciences, media and entertainment, technology, hospitality, mining and metals, banking and capital markets and financial services.

    Michael Newey FRICS Professional member

    Michael has been Broadland Housing Group’s Chief Executive since 2003. Broadland includes a 5,250 home social landlord, a residential developer and a mental health fund. He has worked in social housing since 1997, previously working in private practice in London, with Richard Ellis and Savills. He has been active in the RICS since 1986, having been Vice Chair of the Management Board, and chairing the Communications Board, Public Affairs Committee and Residential Policy Panel, as well as the Juinior Organisation (now Matrics) in 1992/3. He was RICS President in 2013/14. Michael, working with ESRC, JRF and AHRC, helped establish the UK Collaborative Centre for Housing Evidence, launched in 2017, and now sits on its Advisory Board.   He chairs the Surveying Advisory Board at Portsmouth University, where he studied in the 1980’s and which presented him with an Honorary Doctorate in 2015. He also chairs the Real Estate and Land Management Advisory Board at the Royal Agricultural University.

    Richard Waterhouse MRICS Professional member

    Richard is a Chartered Surveyor by career, joining the RICS Standards and Regulatory Board in March 2020. He leads on thought leadership for sustainability, diversity and placemaking. He is passionate about the public interest role of the RICS and driving professionalism within the built environment.  Working previously with the Cabinet Office to establish the Government Property Profession, he focused on diversity, capability growth and building networks across the UK including, different devolved governments and public sector spheres.

    He is a strong advocate for widening accessibility to the profession by developing multiple career entry routes and emphasising continued learning and development.  Richard has extensive public sector experience within the land & property markets, developing and driving policy across residential, commercial and infrastructure. He has served across several departments including, Communities & Local Government, Cabinet Office, HMRC and Treasury and in areas including litigation, policy development, assurance, and introduction of new legislation. He also maintains a keen interest in the historic property and environmental conservation.

    More widely, he holds judicial office as a Judge in London, on the First Tier Tribunal (Property Chamber), dealing with residential disputes, and teaches at the University College of Estate Management.

  • Charles Banner QC Independent member

    Charles Banner QC is a barrister at Keating Chambers. He was called to the Bar of England and Wales in 2004 and to the Bar of Northern Ireland in 2010. He practices across both jurisdictions and internationally, specialising in planning & environment law, public procurement, and commercial disputes relating to development & infrastructure. He is regularly recognised by the legal press as one of the leading barristers in his fields of practice, and he has been the recipient of multiple legal industry awards. He sits judicially on a part-time basis as a Justice of the Astana International Finance Centre Court in Kazakhstan.

    He is a Fellow of the Chartered Institute of Arbitrators and a Fellow of the Hong Kong Institute of Arbitrators. He is currently Deputy Chair of the Joint Nature Conservation Committee, the UK statutory nature conservation advisory body, and an Elected Committee Member of the Planning and Environment Bar Association. He was previously a Trustee and Council Member of the UK Environmental Law Association (2016–2020) and the Independent UK Member of the EU Fundamental Rights Agency’s Management Board (2017–2020).

    Jerome Chung Independent member

    Jerome Chung is a Partner of Generations Limited, an international practice providing tailored consultancy services to family offices, executives and entrepreneurs. He has over 24 years of experience in asset management, professional services advisory and alternative investments. Prior to joining Generations, Jerome was a Partner with KPMG Deal Advisory team in Hong Kong, focused on Real Estate, Private Equity, Proptech and new ventures.

    Prior to working at KPMG, Jerome was a Director in BlackRock's Asia Pacific Real Estate team and responsible for private equity real estate investment. Before moving to BlackRock, Jerome worked for PwC and was responsible for providing assurance and advisory services in the Asset Management industry across Asia Pacific. Jerome started his career with State Street Bank and Trust Co. and worked in both Sydney and Boston.

    Jerome has supported many professional associations in different capacities. This includes his involvement as a member of the CFA Institute's GIPS Interpretations Subcommittee, Real Estate Working Group, Verification/Practitioner Subcommittee, and the Alternative Investments Working Group. He was an independent non-executive member of RICS Asia Pacific Regulatory Sub-Board and the former vice-chairperson of the RICS Hong Kong Diversity and Inclusion Committee.

    Jerome graduated with a Bachelor of Economics majoring in Economics and Accounting from the University of New South Wales in Australia. He is a Chartered Accountant (CA), a Certified Public Accountant (CPA), a Certified Internal Auditor (CIA) and a Fellow of Finsia (F Fin).

    For 30 years, Anne was a journalist and media executive, most recently at Times Newspapers, where she served as Assistant Editor, Managing Editor in charge of staffing and budgets, Editor in Chief of Times Digital and sat as an executive director on the board of Times Newspapers. For 10 years, she was a property correspondent for The Times, where she created Bricks and Mortar, and for the Financial Times, where she interviewed Donald Trump. She believes strongly in the power of places to improve lives.

    For seven years, Anne served as Chief Executive of Career Ready, an employability charity transforming the career prospects of disadvantaged teenagers across the UK. The charity’s programme is delivered by several thousand business volunteers, including RICS members. That role was driven by a passion for seeing people from all backgrounds fulfil their potential and to increase diversity in the workforce. The charity has created an award in her name. She previously chaired the charity One Parent Families, for which she received an OBE.

    Anne is Chair of the Greenshaw Learning multi-academy Trust, a non-exec director of data consultancy Profusion and a trustee of Royal Springboard, which drives social mobility through access to boarding schools for vulnerable children.

    Julia Woodhouse Independent member

    Julia is an independent non-executive Board member of Outokumpu, a leading global stainless-steel manufacturer, listed in Helsinki, employing 10k people across multiple sites. She is a member of the Outokumpu board Audit Committee. Julia is, in addition, a member of Outokumpu’s external ESG Advisory Council. She is also an independent board member at Surface Transforms Plc, a UK based company producing carbon ceramic brake discs for the automotive sector and sits on both the Audit and Remuneration Committees. Previously, Julia was also a member of the Advisory Board of Nexcel, a BP/Castrol start-up.

    Prior to transitioning into her non-executive roles, Julia had a thirty - year career in the automotive industry, working for Ford Motor Company and interfacing closely with many major automotive companies and leading global suppliers. Her executive roles with Ford included global leadership positions in Purchasing, organisational design/implementation and process re-engineering teams. In her last role with Ford, Julia was head of global Chassis Purchasing, working with her Engineering partner, to co-lead Ford’s world wide Chassis business. She has worked in both operational and strategic roles, maintaining a strong interest in diversity, mentoring and personnel/team development, along with supply chain robustness and ethical sourcing.

    Julia’s career has given her the opportunity to work internationally with direct responsibility for teams in Europe, North and South America, India and China. She has travelled extensively and had international assignments based in the USA and Germany for several years.
