Delivering meaningful quality assurance (QA) that makes a difference is a construction industry-wide challenge. Not satisfied with their QA processes, AE Smith decided to tackle them head-on by undertaking a major culture change and implementing the innovative digital QA tool CONQA across their new projects. AE Smith saw their rework improve from about 10% of project value to 0% on their latest project. Client relationships and staff morale have improved while they’re saving time, money and energy as projects are completed on time and on budget. They put this down to their new robust QA processes made possible by being open to innovation and change.
AECOM MediaWorks Team
The MediaWorks Broadcasting HQ successfully co-locates nine previously disparate radio brands and their outdoor media brand under one MediaWorks Group umbrella. It sets the gold standard for radio broadcast facilities in New Zealand and has turned an undeveloped 1970’s warehouse space into a vibrant 4440 square-metre media hub.
AECOM created a cohesive project team who worked to understand MediaWorks’ radio broadcasting business and delivered solutions to meet their requirements. The multidisciplinary project team provided MediaWorks with one contracting party for all consultants, streamlining their procurement, communication, and delivery process.
AECOM Pacifica PM Team
The Pacifica Tower complex is one of Auckland’s most high-profile building projects and offers Auckland a new benchmark in high rise city life. The AECOM Pacifica PM Team worked collaboratively with the client, designers and contractors to achieve something special in delivering The Pacifica as an iconic landmark that embraces innovation and celebrates Auckland’s urban renaissance.
AECOM Christchurch QS Team
Made up of 10 quantity surveyors, AECOM's Christchurch-based QS team consistently goes above and beyond to deliver outstanding service and project results for our clients. The team’s commitment to excellence is evident through the work they deliver on key projects in Christchurch, including the Parakiore Recreation and Sport Centre, the Christchurch Multi-Use Arena, the Ashburton District Council Civic Centre, and the Mairehau Primary School project. This is a team that consistently delivers excellent service to our clients and exceeds expectations.
AS Jacobs Property Consultancy undertook a nationwide technical due diligence survey for their global client. This enabled significant investment into the New Zealand economy to occur in the midst of great pandemic uncertainty pat way through 2020.
AS Jacobs used the Lockdown period to develop bespoke recording and reporting software, enabling them to complete the project within a challenging timeframe and at a significant cost savings to their client.
Their expert technical knowledge enabled their European based client to understand the challenges faced across different geographic areas of New Zealand.
The Auckland Airport Property and Commercial Team is nominated for the Property / Facilities Management Team of the Year.
2020 was a severely challenging year for Auckland International Airport Ltd, which was deeply affected by the Covid-19 pandemic. Notwithstanding the adversity that Covid-19 presented, the team demonstrated resilience whilst delivering great results for the business and exceptional service and support for commercial tenants and stakeholders.
As a consequence of collaboration and teamwork, Post Covid-19, the property / retail portfolio remains at a 99% level of occupancy with 100% on time, on budget project delivery.
Auckland Airport Property has delivered an ambitious project, realising a vision centred on a 30-year partnership between two iconic NZ brands – Auckland Airport and Foodstuffs North Island.
The transformational environment provides a new home for Foodstuffs while creating a flagship investment for Auckland Airport. The 15ha greenfield development comprises a 8,500m2 Head Office and 77,500m2 Distribution Centre at the leading edge of sustainable design.
Innovative features are incorporated to achieve a Green Star 5 Design-and-Built rating for the office’s base-build and fit-out. A 6,000m2 array of solar panels on the Distribution Centre’s roof offsets 100% of the office’s electricity needs.
The Building Surveying team at Babbage Consultants Limited, a multiple award-winning company, managed a 10-year capital asset strategy for Te Pukenga (New Zealand Institute of Skills and Technology) for 16 tertiary institutions across approximately 60 campuses throughout the country. The use of complex spreadsheet formulas combined with traditional building surveying practices has delivered a high-level and detailed understanding of the conditions for almost 1,500 buildings. The data collected helps to formulate a proposed plan to further improve the learning environment for thousands of tertiary students and staff members.
While often seen in the shadows of the wider Bayleys Group, the growth and innovation, combined with our can-do team spirit, has resulted in our Property Services team becoming a recognised market leader in Commercial Property Management services.

Cost Advisory Team
Thomas Wigglesworth from the Ministry of Education has nominated the Cost Management Initiative for the Innovation Award. This project has developed an innovative digital tool to standardise and streamline the collection of cost data and provide insights on construction projects. The project team collaborated using a range of modern digital platforms and following an Agile approach. This project showcases digital technologies being effectively adopted to have a positive impact on construction projects and the construction sector more broadly.
Digital Advisory Team
Nominee: Farzam is an Associate for Digital Delivery at Beca. He has more than 15 years of experience working in the construction industry. He is truly passionate about digital engineering, virtual construction, and digital operation.
Project: Auckland is expanding rapidly. Essential infrastructure needs to keep pace with this growth, including the water supply network. That is why Watercare commenced the Waikato River to Redoubt programme to deliver an additional 50 million litres of treated water per day from Waikato River to Auckland.
Planning Advisory Team
The nominees are Matt Wheeler and Eric Liu from the Beca Advisory Group.
A digital visualisation dashboard was developed to provide Regional Facilities Auckland (RFA) with better visibility of its proposed (long-term plan) LTP. This dashboard enabled stakeholders to interact with the LTP in a dynamic manner, highlighting key discussion areas of the plan. A framework for prioritising projects was established using the interactive dashboard such that each project was aligned with a RFA strategic objective. This is the first time that LTP planning has been executed through dynamic dashboarding and the interest it has gathered beyond RFA shows promise in how LTP planning can be transformed to be a highly engaging process.

CBRE’s Advisory & Transactions Services team acts on behalf of occupiers for a range of property specific tasks across New Zealand. In 2020, CBRE was engaged by IAG to source sites for its Repairhub expansion, an industry-leading project in the insurance market aiming to establish a number of sites across New Zealand. The Repairhub project presented significant challenges around market and client confidentiality, an industrial market experiencing strong demand and historic low vacancy, specific site requirements, and a nationwide concurrent RFI process. Through clear communication and extensive collaboration, CBRE successfully overcame these challenges to secure premises for the first three hubs for IAG within six months.
Closing New Zealand’s borders had an immediate impact on the commercial real estate investment market. With campaigns paused or cancelled, international travel off the cards and offshore investors unable to undertake pre-purchase inspections, CBRE utilised its international network and acted innovatively to achieve results. Despite the unprecedented circumstances, CBRE’s Capital Markets team transacted $1.63bn of sales in 2020; executing 17 sales that attracted $7.8bn of bids, 26% coming from foreign buyers. The team broke the record twice for New Zealand’s largest ever single asset industrial sale, set the benchmark twice for single asset office sales in Christchurch, and set a new benchmark for single asset office sales in Wellington.
CBRE New Zealand’s research team provides insightful and forward-thinking research to answer our clients’ biggest issues and develop insights that deliver value and solutions for our industry. In 2020, CBRE’s Residential Effective Demand Study provided data-driven information to understand the quantum and typology of demand for apartment developments and was crucial advice for residential developers to successfully deliver projects. At the start of the pandemic, the impact of Covid-19 was uncertain. In response, CBRE developed a model to measure possible impacts on occupier demand in the office and industrial market sectors, publicising a thought leadership report and presenting the findings at workshops with key industry stakeholders.

The work was notable for its use of smart tools and teamwork between young and seasoned professionals. Nominee: Anna McCrossan, National Director Building Consent Authority, Consentium (a division of Kāinga Ora - Homes and Communities.
Project: Create a Building Consent Authority
New Zealand has a new accredited building consent authority (BCA). Called Consentium, a division of Kāinga Ora the Crown Entity, it is an accredited and registered non-territorial authority BCA able to consent the majority of public/state houses anywhere in the country. The first of its kind in NZ it was designed to provide efficient consenting services at lower cost in less time to support the pace and scale Kāinga Ora’s ambitious public/state housing build programme.
Nick Goodall (Head of Research) and Kelvin Davidson (Chief Property Economist) are CoreLogic NZ’s research team. They use sophisticated economics and data analytics to explore consumer behaviour and property market trends. In a year of uncertainty, they launched new initiatives to deliver comprehensive property insights quickly to business decision-makers and home buyers. This helped shape the national conversation on housing accessibility and the property market, which was used to inform policy makers, combat misinformation around buyer behaviours and participation and ultimately, shape public policy. They strive for objective, fact-based analysis that helps to educate clients and the general public.
Envivo Geomatics and Spatial team
The project for which the team is being nominated is the work completed on Te Kupenga at 155 Fanshawe Street - Mansons TCLM latest development.
The team was nominated after the work was undertaken in exceptional circumstances during a global pandemic that created unique working conditions and limitations.
Innovation through reality capture using laser scanning was used on this project as well as the development of the mobile APP based program on a GIS base.
Our team delivered the completed Rentable Area documentation to Mansons TCLM to the exacting standard that they required for this milestone project, on-time and on budget.
Fox and Associates is a small to medium sized land development and survey consultancy based in Christchurch. We are continually adapting and evolving, responding to niche market needs, thereby being involved with some of the more exciting projects in the profession.
Our innovative approach convinced the Tasman District Council to engage Fox and Associates to help them better manage their river networks.
Fox and Associates did what we do best. We thought about the problem, we tested and ultimately, we “innovated” to provide technically challenging services at an affordable price.
JLL Project and Development Services
JLL was appointed to project manage a complex fit-out that would enable Buddle Findlay to embrace the future of work in a more consolidated space on two correlating levels within the HSBC Tower in Auckland. The project’s construction schedule happened right as the pandemic struck, which had the potential to put the project in jeopardy. Multiple iterations of methodologies, staging and pricing options were collated and presented to the board to allow them to make informed decisions on how best to proceed in the pandemic. Due to JLL’s foresight to order materials early and meticulous planning during the lockdown period, the project was completed on time and on budget.
During 2020, JLL produced more than 30 unique research reports to a market steeped in uncertainty and craving information. These covered a full spectrum of sectors across Auckland, Wellington, and Christchurch for a wide audience that included investors, developers, and occupiers. A project of note is JLL New Zealand’s comprehensive report for New Zealand and Australia (Build to Rent Investment Review and Outlook) that delved into the potential of Build to Rent (BTR) which resulted in collaboration between fellow companies and Government to facilitate BTR’s rise in New Zealand.
In a year full of uncertainty, JLL employed its comprehensive professional expertise to work closely with its clients to provide clarity, providing an outstanding service while promoting trust for the whole profession. Both of the projects in JLL’s submission involved high pressure – Precinct’s landmark billion-dollar development would set an entirely new benchmark for the industry, while Kirk Roberts Consulting was being significantly impacted by the holding costs of a substantial development put on hold due to financial uncertainty. JLL abided by the RICS ethics throughout to establish high standards reflecting the clients’ quality expectations.
KiwiRail’s first BIM enabled project, T2UH demonstrates a new bold way of working with industry for KiwiRail. Through the intentional creation of a collaborative, high-performing team, KiwiRail and partners, Downer and Aurecon, have achieved breakthrough innovations, which have provided game changing safety and productivity benefits for working in the rail corridor. Key innovations include machine control and avoidance technology, clash and service strike avoidance, and a process for upfront as-builting. A cornerstone of its digital transformation, KiwiRail also used this opportunity to develop a common data environment, where design models, survey data, and other digital engineering outputs can be hosted and federated.
Massey University, Department of Property Studies
The Property Group at Massey University has provided outstanding world-leading research as a team, during a very difficult Covid teaching environment. The team involves Prof. Graham Squires, Dr Arshad Javed, Iona McCarty, David White, Dr Iqbal Syed and Dr Alan Pope. Whilst delivering teaching across multiple campuses (Manawatu, Albany, Distance) the team has had many successes including PhDs, research papers, conference papers, research reports, research reports, and media outputs. Small can be mighty.
Maynard Marks’ project team partnered with key stakeholders to deliver this complex project for Kāinga Ora. This 23-unit housing complex in Wellington required extensive refurbishment and upgrading. It was a complex original design with high maintenance requirements. We project managed an effective, durable and low-maintenance solution to a simplified design.
We focused on desired outcomes around social sustainability, proactively ensuring positive social impacts were achieved, while considering environmental and economic impacts. Kāinga Ora tenants and the community were key drivers behind all decisions.
The finished result is 23 warm, dry, sustainable units that tenants can be proud to call home.
RCP's Development Management and Advisory Team for Aotea Central comprised RCP Development Director Cristean Monreal, Development Manager Ben Harland, and Investment Manager Boris Babic. This team led a 2-year development proposal process for NZ's first Transport Orientated Development over and adjacent to Aotea Station. The team were responsible for leading a large multidisciplinary team on behalf of an international client whilst providing key inputs & comprehensive commercial analysis & feasibility which has resulted in a highly innovative & optimised development outcome in the Auckland context. The unique design outcome & associated commercial response is worthy of recognition.

The Project Management Team at RDW successfully delivered the highly acclaimed new headquarters for DLA Piper Lawyers within Commercial Bay Tower. The project has surpassed all client expectations and is one of the key reasons why DLA is enjoying even greater success.
For a project to be successful a collaborative team approach is essential, especially a project that presented so many challenges. The key to project success was a trusting client, meticulous planning and dedication of the entire delivery team.
Other team members included Jasmax as Architect, WTP as Quantity Surveyors, Beca as Services Engineers, Holmes as Structural and Fire Engineers and Marshall Day as Acoustic Engineers.
The Department of Property Research Team of the University of Auckland Business School has achieved the highest standard of research outputs, with more than 30 peer-reviewed journal papers published in 2020-2021, 13 are in A/A* journals. Five research grants are obtained in 2020 amounted to about NZ$270,000. Innovations such as machine learning algorithm are applied in research. Research outputs and grants are focused on the designated research themes in line with RICS professionalism, and they demonstrate how to create a better and sustainable world for future generations. The Team demonstrates their leadership role in the property industry by giving comments to the media on housing policy and property issues.
School of Architecture and Design, Victoria University and Massey University
He Wharekura Oranga: Healthy Schools research team is committed to creating sustainable solutions for healthy classrooms. This multi-disciplinary team, spanning 3 universities, is on a mission to make solutions that reduce energy use, improve thermal comfort and air freshness, and can improve the learning environment in classrooms. The researchers are focused on innovative solutions, sustainability, and healthy outcome for the students of Aotearoa. To date, the team has created significant outcomes including a new sensor platform, new educational material, and a new solar air heater. Team leader Professor Robyn Phipps, says this is a superbly talented team doing important work that will benefit many children and the environment.
Simone Sharp is an AIPM Certified Practicing Project Director and professional client side project manager with great attention to detail who thrives in this highly demanding environment. She has a track record for consistently delivering successful projects in demanding environments, taking a high degree of personal ownership, having worked across a variety of property sectors.
As the team leader for AECOM’s Auckland Project and Construction Management business line, she has built a diverse team and enjoys leading them to achieve exceptional results. Simone represents New Zealand on AECOM’s ANZ ED&I panel, driving development of inclusive strategy and implementation of programmes throughout NZ.
Natasha Sarkar re-joined CBRE New Zealand in 2020 as Director of Structured Transactions & Advisory Services after a period in the UK specialising in BTR where she consulted on major projects as the asset class grew to be one of the most dynamic areas of the property industry.
With the goal to facilitate major BTR development as a lever to improving housing supply in NZ, Natasha has championed BTR as a competitive asset class. Determined to overcome the barriers to its acceleration - she is now seen as an invaluable partner to clients on their BTR journey.
Natasha recently completed NZ’s first BTR development valuation on behalf of Kiwi Property, a project of that will set the foundations for the future success of this asset class.
Chelsea is the consummate professional who relentlessly strives to get the best outcomes for her clients, colleagues and the community. She is a leader in the industry, a board of trustee on the Second Nature Charitable Trust and a highly regarded and collaborative Colliers expert. As shown in the accompanying testimonials and this nomination, her commitment to industry professionalism, exceptional project outcomes, teamwork, innovation and sustainability would make her an excellent recipient of the 2021 RICS Women of the Built Environment Award.

Ashleigh has made an outstanding contribution to the property profession as she continues to build her career at JLL while working through her RICS accreditation. Key achievements include being appointed as Head of the CoreNet Young Leaders Group, Director and Head of the Project and Development Services (PDS) team, a thought leader in major media publications, and a regular moderator at major property events like JLL’s Future Cities in Auckland and Wellington. In 2020 following a stringent request for proposal process from Buddle Findlay, Ashleigh’s team was appointed to manage the new fit-out for a modern office that promoted new ways of working to drive collaboration and innovation in a flexible space - commencing right as COVID struck.
Phoebe has made an outstanding contribution to the property profession as she builds her Valuations career through RICS. In 2019 Phoebe achieved her MRICS qualification, MPINZ qualification, was appointed to both the RICS Auckland Market Leadership Committee and the RICS Matrics Committee, and in 2020 Phoebe was appointed as One JLL Champion (a role designed to encourage department cross collaboration) as well as MC at JLL’s Future of the Workplace event. Phoebe’s devotion to the profession and demonstrated adherence to the RICS ethics and international standards has worked to instil confidence in her clients with experience beyond her years.
Gail Smits is the National Revaluation Manager at Quotable Value. A Registered Valuer with over 44 years of experience, Gail is considered a leader in the rating valuation industry. She has successfully lead the revaluations of over 80 district councils including the management of the largest revaluation in Australasia, Auckland City and the post-earthquake revaluation of Christchurch City. She has been an expert witness in complex Land Valuation Tribunal cases and has developed standards for the valuation of earthquake damaged properties. A trusted technical expert, mentor and leader in the built environment.
Benjamin Gill is an Associate Director at PwC Real Estate in Wellington and it his combination of professional, educational and governance experience and activities, and his ongoing commitment to supporting New Zealand's property profession, that sets him apart from his colleagues. With a proven track record in assisting client organisations to tackle their most complex challenges, he helps to reimagine the possible and make a difference.
