RICS Awards Hong Kong 2022

The RICS Awards showcase the most inspirational initiatives and developments in land, real estate, construction and infrastructure. They recognise outstanding achievement, teamwork and companies.

We are pleased to introduce the winners of RICS Awards Hong Kong 2022.

The winners were announced at the official presentation ceremony last week, held at the Grand Hyatt Hong Kong.

Congratulations to all winners and finalists who each demonstrated industry leading achievements and have shown high standards of professionalism across the built environment in Hong Kong.

It was also our pleasure to announce Ir Wai Chi Sing, GBS, JP, Managing Director of Urban Renewal Authority, as the recipient of the most prestigious award for built environment professionals, the Lifetime Achievement Award.

  • Arcadis Consultancy Hong Kong

    Nominated for: Refurbishment/Revitalisation Team of the Year

    Arcadis deliver a Global commission with HSBC to support the delivery of its capital programmes worldwide. Operating a Global Programme Management office, as well as leading in the direct delivery of projects through Managed Delivery Partner (MDP) relationships, Arcadis oversee direct delivery of capital works, including the expansion, refurbishment, and construction of new built assets across many countries and territories. This submission demonstrates the benefits our Hong Kong MDP team have delivered over 3 varied projects; each addressing a unique problem, requiring the MDP team to deliver project outcomes of the highest standards, with solutions that exceeded stakeholder expectations.

    Architectural Services Department, HKSAR Government

    Nominated for: Facilities Management Team of the Year

    TC K928 is a contract targets to deliver Slope and Vegetation Maintenance Services on ArchSD’s maintained slopes which are located in Hong Kong Island and Outlying Islands (South). It was implemented through a 4-year slope maintenance term contract encompassing routine maintenance services and handling of related matters for over 1,900 man-made slopes plus around 26,000 trees and vegetation thereon. It aims to maintain slopes and vegetation in a safe, tidy and hygienic condition as well as cultivating a greener environment for the community. The project was successfully delivered and would continue to thrive through pro-active management and collaboration among stakeholders.

    Nominated for: Refurbishment/Revitalisation Team of the Year

    This is a bench-marking public toilet refurbishment project. The public toilet facility was once classified as a “Not-In-My-Backyard (NIMBY)” facility and not welcomed by the general public. Through its refurbishment and the remembrance of the Pound Lane Public Toilet history, it will remind the public how these NIMBY facilities played a role in fighting bubonic plague.

    This is amazing to see a public toilet facility can stir up appreciations on social media, and aroused public interests of the plague fighting period. The team wishes to encourage Hong Kong via this project in the midst of pandemic- We shall Overcome!

    Blue Stone Management

    Nominated for: Construction Project Management Team of the Year

    Blue Stone Management (BSM) Project Management team successfully managed the transformation of two adjacent site premises for the University of Wollongong College Hong Kong (UOWCHK) in Kowloon City, Hong Kong. BSM successfully delivered two new Campus premises at Le Billionnaire and Billionnaire Royale, from bare concrete shells into a modern College of Higher Education for UOWCHK. BSM were instrumental in the success of the project, ensuring it was completed within budget and on time (six months), enabling UOWCHK to occupy their new facilities ahead of the new school year.

    CBRE Hong Kong

    Nominated for: Agency Team of the Year

    The CBRE Office Services team has grown to be a well-rounded group of individuals with years of knowledge in and outside of the industry. Their resilience and grit made them overcome all the COVID-19 challenges that brought the property market to a standstill; reach outstanding achievements of more than doubled the productivity; and escalated revenue and transactions volume in 2021. Each individual is an asset CBRE invested in, and by developing their communication skills, industry knowledge and collaboration across teams, they showed clients exceptional services and uplifted business at an all-time high level.

    Link REIT, CBRE Hong Kong Capital Markets team and Industrial & Logistics Services team jointly enabled the largest car park/ car service centre/ godown portfolio deal in Hong Kong’s history. Through the acquisition of the holding companies, Link REIT acquired from the vendor, Jardine Matheson Group, 100% interests in two Institutional Grade Car Park/Car Service Centres in Chai Wan and Hung Hom for HK$5.82 billion. As the largest deal for CBRE Hong Kong as well as the second largest transaction in 2021 across all asset classes, the deal involved high levels of complexity in terms of structure and long-term leaseback arrangements.

    City University of Hong Kong

    Nominated for: Quantity Surveying Team of the Year

    The Team comprises three RICS QS Fellows and is nominated for their QS knowledge hub project. The Team has successfully embedded a body of QS knowledge in the CityU Surveying program by integrating research, practice, and industrial outreach. Their professional input to the project has been incubating job-ready graduates, thereby supporting the QS community in HK. By providing enrichment training in the industry and staying abreast of emerging technologies, the graduates are equipped to extend the frontier of their QS knowledge. The Team’s knowledge hub approach to deliver QS education engenders sustainable professional growth for the QS profession in HK.

    Colliers International Valuation and Advisory Services

    Nominated for: Valuation Team of the Year

    Colliers team developed significantly in 2021, covering large portfolio clients in APAC and helping developers, governments, and occupiers while specialising in niche sectors as best professional partner. The team is the fastest-growing, going from 35 members in 2020 to 80, including 37 qualified professionals. With significant market growth, the team valued more than HK$10,526 billion worth in 2021. We highly recommend the Colliers team to be the “Valuation Team of the Year” given their young, positive influence on society, nurturing of young professionals in the sector and leadership as professionals in the industry, including being a RICS registered firm.

    Nominated for: Agency Team of the Year

    Trendsetting towards the future amidst the post-pandemic era, Cushman & Wakefield curated the brand new “Wellness Real Estate” Concept and built a solid showcase at the H.A.N.D.S. shopping mall project in Tuen Mun, in close partnership with Gaw Capital Partners. “Wellness Real Estate” aims to promote healthy lifestyle and foster a lasting positive impact within the community, the one-of-a-kind and engaging shopping experience has brought forward overwhelmingly encouraging results to all stakeholders. This is a new look for the Hong Kong retail landscape, coming at a propitious time, where health and wellness have become an essential focus within local communities.

    Nominated for: Corporate Social Responsibility Project of the Year

    The “Say No to Plastic!” project got to the root cause of plastic waste by promoting the green practice of “Bring Your Own Bottle” and avoid buying bottled water. The project aimed at reducing the waste from beverage consumption, and offer free, clean and safe drinking water to the public through installation of water dispensers. The strategic collaboration among corporation, green group and charitable body created synergies as the parties leverage each other’s expertise, network, and resources, such as funding for water dispenser installations and filter replacements, mobile APP to show water dispenser locations, and school networks for education talks.

    Hip Hing Construction Company Limited

    Nominated for: Construction Project Management Team of the Year

    Being one of the leading contractors in Hong Kong, Hip Hing Construction Company Limited was entrusted by Nan Fung Group to undertake their flagship complex development “AIRSIDE” at Kai Tak Development Area in 2019. The premises provide 1.9 million sq. ft. floor area in its 30 storey Grade A office towers and multi-storey shopping arcades, connecting directly to the Kai Tak Station and the neighborhood. Empowered by professional staffing and in-depth adoption of technologies, Hip Hing have solved the technical challenges and aggressive construction schedule for high quality project delivery despite the scale, complexity and pandemic factors encountered.

    Hongkong Land Limited

    Nominated for: Corporate Social Responsibility Project of the Year

    In 2021, Hongkong Land worked with over twelve partners to help Christian Zheng Sheng Association, a school and drug rehabilitation centre for young people in Hong Kong, to renovate its facilities, tackling long-standing issues such as persistent water leaks in its dormitories due to poor waterproofing system; remodelled the bare-shell kitchen into a fully functioning kitchen where students could learn how to cook. Within just 9 months, Hongkong Land and various organisations, contractors, plumbers and logistics specialists successfully completed the project, leading to a new chapter for the facility and renewed hope for the students seeking help within its walls.

    Hong Yip Service Company Limited Hong Yip Service Company Limited - Tsuen Wan Plaza (Shopping Arcade)

    Nominated for: Facilities Management Team of the Year

    Tsuen Wan Plaza, developed by Sun Hung Kai Properties and managed by Hong Yip Service Company Limited, is one of the landmark shopping malls in the district. With the motto of "Serving Homes with Heart", Hong Yip keeps abreast of the latest development and technology to raise the level of convenience and comfort for shoppers as well as to provide the finest customer services. Tsuen Wan Plaza team strives to enhance the shopping environment and proactively implement various Proptechs such as Internet of Things, Artificial Intelligence, Robotics to deliver excellent one-stop service to customers.

    Nominated for: Agency Team of the Year

    JLL’s Office Leasing Advisory team (OLA) offers a full spectrum of services to landlords and tenants from project leasing to tenant representation. In 2021, the OLA team closed 441 office leasing transactions, with an annual rental value of approximately HK$2.9 billion. The 3 landmark transactions completed are Phillips Auctioneers in the WKCDA Tower; Bank Julius Bär & Co. AG in the Two Taikoo Place; and Christie's in The Henderson. Amidst the technical and logistical challenges, JLL’s OLA team has created groups that are specifically trained across the spectrum. These specializations allowed us to effectively resource each project with the correct professionals.

    Christie’s, the world’s oldest auction house, has been searching for a premise that is large enough to hold their own sales rooms plus exhibition galleries in Hong Kong for years but to no avail. In 2019, JLL was appointed by Christie’s to source such location that meets their ambitions of aligning the HK sales calendar with New York and London. Through an extensive project spanning office leasing, planning and valuation advice, design and project management, facilities management, and sustainability, JLL successfully assisted Christie’s in realising their ambitions through a leasing pre-commitment at The Henderson in 2021 (with possession in 2024).

    Nominated for: Facilities Management Team of the Year

    At JLL, the Facilities Management business dedicates sustainability professionals to support client's sustainability ambitions. On our project with Hang Seng bank, we worked together with their team to plan and drive ESG initiatives. Their ESG Environmental Workgroup was formed to coordinate between all relevant departments, notably facilities management, to achieve the bank's sustainability targets. Key highlights from the partnership include the installation of solar panels at Hang Seng 113; the transition from a paper-dependent operation to a digitised workflow amidst the pandemic; and constant communications with the bank's staff on the importance of sustainability.

    Nominated for: Property Management Team of the Year

    A streamlined, all-in-one property management service is the new norm. As a pioneer of property management in Hong Kong, JLL continuously sets new industry standards by applying proven engineering capabilities and the latest technology tools. JLL has achieved three major breakthroughs, namely the introduction of e-payment, implementation of ESG concepts, and wide application of property technologies. On our project with CCB Tower, it is the first building in Hong Kong to achieve the accreditation of “EDGE” Certificate for Office Building. JLL's Command Centre also provides real-time and automated alerts, which allows properties' management to respond to emergencies and minimize damage.

    Kai Shing Management Services Limited

    Nominated for: Property Management Team of the Year

    ICC was built with advanced construction techniques and robust engineering. As its Building Manager, ICC-MSO, taking a page from the building’s developer SHKP, always seeks to adopt the latest knowhow to operate and maintain the building, and always makes sure the building is user-friendly, its facilities in tip-top shapes, its running cost effective, and its operation environmentally sustainable. In 2022, ICC-MSO is still in anti-COVID mode for the protection of our tenants and staff. But at no same time do we forget the urgency to fight climate change and work towards net zero carbon emission.

    Hong Kong-Shenzhen Innovation and Technology Park Limited, Knight Frank

    Nominated for: Research Team of the Year

    Hong Kong-Shenzhen Innovation and Technology Park Limited (HSITPL) collaborated with Knight Frank on the Retail, Dining & Entertainment (RDE) Study for Hong Kong-Shenzhen Innovation and Technology Park at Lok Ma Chau Loop. Knight Frank took the lead consultant role for RDE Study to create a “destination with attractions”, cater to the needs of various users, and ensure sustainability of the RDE complex. Based on the Park’s vision of “work, learn, live and play”, we proposed RDE concept and strategies, including a new allocation of retail GFA and RDE trade mix plan, which were well-received by HKSITPL and Innovation and Technology Bureau.

    Knight Frank

    Nominated for: Best Deal of the Year

    Representing both the owner and the buyer, the Knight Frank Capital Markets team concluded the Hotel sáv deal rapidly amid the challenging conditions of COVID-19. The deal is the largest hotel transaction in Hong Kong since the start of the pandemic. Knight Frank demonstrated agility and creativity in the process. The team helped their clients to capitalise on the strong demand for student housing, and facilitated the conversion of the hotel property into student accommodation. The deal maximised the value of the existing building. The owner, buyer, local community, and the students who will reside there all benefited.

    Nominated for: Valuation Team of the Year

    The Knight Frank Valuation & Advisory team leverages a strong track record and industry-leading experts to facilitate complex and high-value developments to the benefit of developers, government, and society.

    In 2021, the team provided expert advice on three large-scale projects that are set to augment the social and economic environment of Hong Kong: (i) the Northern Metropolis Development, an expansion of the Northern Economic Belt to promote economic development; (ii) the Cavern Development Feasibility Study, a sustainable means of increasing land supply; and (iii) the Kai Tak Development, revitalisation of Kowloon by transforming the former airport into a quality living environment.

    Link Asset Management Ltd.

    Nominated for: Refurbishment/Revitalisation Team of the Year

    TKO Spot is nominated and completed by Link Asset Management Limited’s in-house project team, the shopping center has been rebranded from the former Sheung Tak Shopping Centre in 2020. Positioned as a healthy life and young sports district shopping center, the arcade, fresh market, facade and open flat roof are renovated. It acts as a community hub providing a wide variety of shopping choices to families with a healthy and sporty lifestyle. TKO Spot consists of 4 retail floors with 131,678 sqft. shop area, a fresh market, flat roof sports grounds, public transport interchange (PTI), and 1280 nos. of carpark.

    New World Development Company Limited

    Nominated for: Corporate Social Responsibility Project of the Year

    New World Development’s Share for Good crowd-donation program represents a breakthrough in charitable giving, helping Hong Kong’s most needy cope with not only the hardships of Covid-19, but also rising food prices and challenges faced by underprivileged youth. It is Hong Kong’s first city-wide crowd-donation platform, instantly matching donors with the urgent needs of local communities online and, through 60 participating NGOs, facilitating deliveries of supplies and services. SfG is expected to extend beyond its current focus areas, in line with NWD’s commitment to the United Nations’ Sustainable Development Goals, in particular to ending poverty in all its forms everywhere.

    K11 ATELIER King's Road is the first project in Island East to introduce the “Vertical Creative City” concept, seeking to transform the design, purpose and culture of workplaces. As the tallest green office building in the neighbourhood, it integrates smart technologies, green design, art and craftsmanship fused with architecture to support a lifestyle of comfort and sustainability. Offering over 70 green and healthy features with reference to the United Nations Sustainable Development Goals, it has achieved the highest rating of Platinum in BEAM Plus, LEED and WELL Building Standard.

    Rider Levett Bucknall Ltd

    Nominated for: Construction Project Management Team of the Year

    Advanced Manufacturing Centre is the flagship project of Hong Kong Science & Technology Parks Corporation and also the first Asia’s multi-industry advanced manufacturing facility. AMC is a showcase of a construction project delivered using the concept of Industry 4.0 throughout its design and construction process. The Project Team comprising Rider Levett Bucknall, the QS Consultant, together with the Lead Architectural Consultant and the Contractor have contributed significant value in delivering this Project. AMC is a successful showcase demonstrating of strong commitment, professionalism and capability of the Project Team in delivering a challenging project through the use of innovative technologies.

    Nominated for: Sustainability Award

    To echo the global trend on limiting global warming to 1.5°C above pre-industrial levels and avoid the most catastrophic impacts of climate change, the world must reach net-zero carbon emissions by 2050. Swire Properties has accelerated our efforts to fight climate change by setting new Paris Agreement-aligned SBTs. This authentic target was officially approved in September 2021, making us the first real estate developer in Hong Kong and the Chinese Mainland to commit this target. With the concerted efforts of stakeholders, carbon emission are tracked and validated that path the way to net-zero carbon emissions.

    The Hong Kong Polytechnic University

    Nominated for: Research Team of the Year

    The research team led by Professor Geoffrey Qiping Shen is from the Department of Building and Real Estate at The Hong Kong Polytechnic University. The research project aimed to comprehensively improve the level of Shenzhen-Hong Kong cooperation in the construction sector. The team proposed solutions to problems encountered in cross-border collaboration of the construction industry in respect of professional qualifications registrations, project management modes, and technical standards. The research achievement was praised by the Chief Executive Mrs. Carrie Lam and was recognized as innovative measures and practices by the National Development and Reform Commission and will be promoted nationwide.

    Wheelock Properties (Hong Kong) Limited

    Nominated for: Corporate Social Responsibility Project of the Year

    The unstable pandemic situation did not affect how Wheelock perform the role as corporate citizen to enhance well-being of the society. Leveraged its skill, expertise and resource, Wheelock takes the initiatives to foster more livable and quality communities in Hong Kong. With the collaborative effort of internal teams and partners, CSR initiatives had outperformed achievements, extending the reach to the needs in society to a broader spectrum by a range of sustainable CSR campaigns.

    Wheelock Properties (Hong Kong) Limited, MTR Corporation Limited

    Nominated for: Sustainability Award

    The exceptional sustainability achievement at Malibu is a collaborative work by Wheelock Properties (Hong Kong) Limited and MTR Corporation Limited. To inspire carbon neutrality, a higher goal has been set to promote sustainability and ultra-low carbon living, not limited to the residence but the community. With comprehensive review for improvement, Wheelock and MTRC joined hands to achieve enhanced level of sustainability at Malibu. In 2021, the outstanding achievement is recognized by Hong Kong Green Building Council and awarded Malibu with BEAM Plus Final Assessment Certificate with “Platinum” Rating which is rarely achieved in residential projects.

    Nominated for: Young Achiever of the Year

    Francis Lo is the Senior Manager, Portfolio at Swire Properties, showcasing excellence in her asset management and devising sustainable & innovative solutions for her clients. As a Swire Management Programme Executive, Francis has demonstrated the highest level of professionalism with track record in residential sales, valuation, and asset management in the Chinese Mainland and Hong Kong. She is a founding member of the RICS D&I Professional Group, speaker at RICS' Forums & Sessions, two-time Annual Dinner host and upcoming chair at the Annual Conference. An MBA candidate, Francis is well-equipped to make outstanding contributions to the professional in her future career.

    Joel Teh MRICS, Knight Frank

    Nominated for: Young Achiever of the Year

    Joel Teh started his real estate career as a foreigner in Hong Kong in 2015 and has since risen to prominence as an expert in the industry. As an Associate Director in the Valuation & Advisory Department, he now leads a team of surveyors on valuation and consulting projects locally and around Southeast Asia. He is also a consultant on a number of public projects.

    Joel demonstrates strong commitment to the community and contributes to the development of Hong Kong through industry groups that provide policy advice to the HKSAR government.

    SHUM Kai Sum, Katherine MRICS, Rider Levett Bucknall Limited

    Nominated for: Woman of the Built Environment Award

    Katherine Shum is a Director of Rider Levett Bucknall North Asia. As a qualified QS, Katherine has successfully led many notable projects, specializing in contract procurement advice and contract management. She is the Head of BIM Team and Digitalisation Committee of RLB, which aim to integrate 5D BIM technology into daily QS work, and has been actively participating in 5D cost management, along with putting BIM implementation into practice in real life construction projects. Katherine looks forward to the even more open and collaborative environment that digitalisation will bring to the construction industry.

    Nominated for: Woman of the Built Environment Award

    During her 30 years in the valuation industry, Rita Wong built an exceptional reputation in the market, both for the depth and breadth of her valuation & consultancy expertise and her leadership skills. Her experience spans Greater China and key markets in Asia. As a qualified surveyor and member of various professional bodies, she demands industry values of the highest standard. She is also a role model in her territory, where she is committed to shaping highly effective leaders of the future by nurturing high potential talent.

    Tsang Wai Him (William) MRICS, WE Consulting & Services

    Nominated for: Young Achiever of the Year

    A young surveyor dedicated to producing quality real estate research with diligence and conviction that his clients can trust and invest in, William is a seasoned researcher and consultant. In a little more than a decade, he has ventured across the public and private sectors, having led research teams in leading think tank and the government, furnished strategic advice to key decision-makers of major developer, before becoming an entrepreneur. Currently, key clients of his firm include New World Development; Our Hong Kong Foundation; and LegCo Members. He also holds a teaching position at the MSc (Econ) programme of CUHK.

Hongkong Land

  • President, RICS

    Clement Lau became President-Elect of RICS in November 2020. This recognises his active promotion of professionalism across the built environment throughout his career, most recently in his current role as Director and Head of Development and Valuations for Commercial Property at Hongkong Land Ltd. Clement has also served as Chair of both the RICS Hong Kong Board and the RICS Asia Regional Board. In addition, he sits on the Hong Kong Foundation Board of The University of New South Wales, Australia. He is determined to extend the reach and influence of RICS’ thought-leadership and to drive the organisation’s digital capability during his Presidency, which commences in November 2021.

  • Executive Director & Chief Executive Officer, Link Asset Management Limited

    Mr George Hongchoy has served as Chief Executive Officer of Link Asset Management Limited since May 2010. He is also the chairman of the Supervisory Committee of The Tracker Fund of Hong Kong, a trustee of the University of Pennsylvania, an adjunct professor of the Department of Real Estate and Construction of The University of Hong Kong and an advisor of Our Hong Kong Foundation Limited. Mr Hongchoy has over 30 years’ experience in financial consulting, investment banking and real estate investment, and was named one of Harvard Business Review’s 100 Best-Performing CEOs in the World 2019. He has been a professional member of RICS since 2013 and later qualified as Fellow Member.

  • Executive Director and CEO, Chinachem Group

    Donald Choi is an architect and currently Chief Executive Officer of Chinachem Group. He has over 30 years’ experience of striving to improve the built environment and has worked as a professional architect globally. Previously MD of the Nan Fung Group and a Director of Foster & Partners, Donald has provided professional services for the HKGovernment, Airport Authority, MTR Corporation, Urban Renewal Authority, Public Works Canada and British Columbia Buildings Corporation. Alongside his professional career, he has held multiple leadership roles in NGOs and professional bodies that focus on design, innovation and the community. He is currently an Adjunct Professor at HKU, Trustee of Rhode Island School of Design, Advisory Committee Member of the HKTDC Infrastructure Development, Advisory Committee Member of PolyU Jockey Club Design Institute for Social Innovation, Member of HKU Campus Development and Planning Committee, President of the Hong Kong Institute of Architects, President of the Hong Kong Institute of Urban Design, and Honorary Advisor of Hong Kong Workers’ Health Centre. Donald is the Chairperson of the Construction Innovation and Technology Application Centre and also serves on the board of Habitat of Humanity Hong Kong, Hong Kong Green Building Council, Business Environment Council, Hong Kong Design Centre and the Hong Kong Science and Technology Parks Corporation.

  • Director of Property, The Hong Kong Jockey Club

    Philip Chen is Director of Property of the Hong Kong Jockey Club, responsible for a property portfolio totaling over 260 hectares of land and 8 million square feet of built assets in Hong Kong and Mainland China; comprising racecourses, stabling facilities, public riding schools and other sports facilities, clubhouses, off-course betting branches, office and residential buildings and heritage facilities.

    Dr Chen graduated from the University of London King’s College with BSc and PhD degrees in Civil Engineering. He has worked in engineering consultancy in the UK and Hong Kong, in the Civil Engineering Department of the HK Government and in civil engineering contracting before joining the Hong Kong Jockey Club in 2001.

    Since joining the Hong Kong Jockey Club, Dr Chen has been responsible for the planning, design and project management of a range of property development programs and facilities management initiatives. He currently leads a team of over 500 property professionals, responsible for the asset management, development management, project management and facilities management of the Club’s property portfolio.

    Mr. Tony Tse Wai Chuen, BBS, JP, is a professional Surveyor, currently a member of the Legislative Council for the Architectural, Surveying, Planning and Landscape functional constituency, chairperson of the Property Management Services Authority, URA non-official Non-Executive Director, member of the Harbourfront Commission, the Standing Committee on Disciplined Services Salaries and Conditions of Service, the Council of the Hong Kong Repertory Theatre and Convenor of the thinktank “Hong Kong Seek Road”. He is also a member of the National Committee of the Chinese People’s Political Consultative Conference and a member of the 9th committee of China Association for Science and Technology.

    After graduating from the Hong Kong Polytechnic (now known as the Hong Kong Polytechnic University) in 1976, Tony Tse joined the Civil Service and had served at the former Crown Lands and Survey Office (now the Lands Department) for 12 years. His last position held was a Senior Estate Surveyor. Thereafter, he has held important positions in many local companies, and is now the Director of Brand Star Ltd.

    Tony Tse has been engaged in the surveying and property development field for more than 40 years. He was the President of the Hong Kong Institute of Surveyors. He participates enthusiastically in public affairs and has been appointed to various public services, including: members of the Town Planning Board and the Land and Development Advisory Committee. He was awarded the Bronze Bauhinia Star in 2014 and was appointed as Justice of the Peace in 2020. He was awarded the “Lifetime Achiever Award” by the Royal Institution of Chartered Surveyors in 2017 and received Outstanding PolyU Alumni Award in 2021.

    Mr Edward Tse is currently the Director of the Architectural Services Department (ArchSD).  Born and educated in Hong Kong, Mr Tse graduated from the Faculty of Architecture of The University of Hong Kong in 1986.  He had worked in private practices and become a member of The Hong Kong Institute of Architects, Authorized Person (List of Architects) and Registered Architect before he joined the Hong Kong Government as an Architect in 1993.

    In the past 29 years of his service in the Government, Mr Tse also served in the then Environment, Transport and Works Bureau and the Development Bureau from mid-2004 to end of 2009, during which he oversaw a number of infrastructural and heritage initiatives and projects.  During his tenure in the ArchSD, Mr Tse worked on a wide spectrum of projects covering the development and construction of leisure, recreational, sports, cultural, environmental and health care facilities.  The recent memorable ones are the Expansion and Renovation of the Hong Kong Museum of Art, East Kowloon Cultural Centre, New Territories East Cultural Centre, Redevelopment of Yuen Long Stadium, various Harbourfront Enhancement projects.

    As the Director of ArchSD, Mr Tse now oversees a vast portfolio of new projects of different nature and the upkeeping of government facilities under the purview of the Department.  The latest projects include the 10-year Hospital Development Plan, law court buildings, projects under the ‘single site, multiple use’ initiative at Tseung Kwan O town centre and the Anderson Road Quarry, mixed use development projects with different automated car parking systems and so on.  He also actively promotes the adoption of Modular Integrated Construction (MiC) and Multi-trade Integrated Mechanical, Electrical and Plumbing (MIMEP) techniques in various building types like offices, schools and government quarters to improve buildability, safety and speed of construction.

    Mr Tse continues to steer his project teams in ArchSD to make improvement on public works through the application of new technologies and innovative solutions to provide a better living environment for public enjoyment in Hong Kong.

    Young Achiever of the Year 2021, RICS

    "Michele joined Hip Hing Construction Co. Ltd. as management trainee since 2012, and participated in several significant projects, including high voltage electrical power substations, Xiqu Centre at West Kowloon Cultural District, grade A office tower and luxurious residential projects.

    She was the project in charge of few recent notable MiC (Modular Integrated Construction) projects, including InnoCell at the Hong Kong Science & Technology Parks, Temporary Quarantine Facilities at both Yuen Long and Penny’s Bay Phase 3A for the HKSAR Government.

    She was awarded the Outstanding Construction Manager at CIC Sustainable Construction Award 2020, she was also the winner of The Chartered Institute of Building (Hong Kong) Construction Manager of the Year Award 2020, as well as Royal Institution of Chartered Surveyors (Hong Kong) Young Achiever of the Year 2021. "

    K. K. Chiu is Chief Executive of Greater China at Cushman & Wakefield with over 30 years’ experience in the real estate industry. He is currently the President of The Hong Kong Institute of Surveyors, the Hong Kong representative at the International Valuation Standards Council, a General Council Member of the China Institute of Real Estate Appraisers, and the non-executive member of the Asia Pacific World Regional Board in RICS. Appointed by the Government of Hong Kong SAR, K. K. is a member of the Land and Development Advisory Committee under the Development Bureau, and Panel Member of the Private Columbaria Appeal Board under the Private Columbaria Ordinance. In addition, K. K. is an External Examiner of MSc in Real Estate of The University of Hong Kong, and member of the Advisory Committee on Building and Real Estate of The Hong Kong Polytechnic University.

    Justina Chiu has been the CEO of Fortune REIT since 2015 and an Executive Director since 2010.  She is responsible for the overall performance and direction of Fortune REIT (778.HK).

    Ms. Chiu holds a Master of Science degree in Real Estate Economics and Finance, a Bachelor of Science degree in Accounting and Finance, a Postgraduate Certificate in Laws and a Postgraduate Diploma in Law. She is also a solicitor of the High Court of the HKSAR, a CFA Charterholder, a member of the American Institute of Certified Public Accountants and a fellow member of the Royal Institute of Chartered Surveyors. Ms. Chiu was a two-times winner of Best CEO in 2015 and 2016 by Finance Asia.

  • Hong Kong Board Chair, RICS

    Dave is an Executive Director and Head of Design & Engineering for Arcadis Hong Kong, overseeing the development of Design Consultancy & Engineering solutions for clients throughout the lifecycle of their natural and built assets. He has over 20 years’ experience as a Chartered Surveyor and over that time has led the set up and delivery of major programmes of work worldwide. Notable organisations Dave has worked with include the HKSAR Government, consulting on their works programmes and operational strategy, as well as various Retail, Commercial Developer and Corporate Real Estate Clients. Dave currently chairs the RICS Hong Kong Advisory Board.

    Ms YU has been working in the government for over 20 years, mainly in the administration of the Buildings Ordinance on the control of new private building developments and existing private buildings. Prior to joining the government in 1996, Ms YU has worked in the private sector as an architect.

  • CEO, Greater China & President, CBRE Asia Pacific

    Ben Duncan is the President of North Asia and CEO of Greater China, Advisory Services, CBRE. He oversees 27 offices in mainland China, Hong Kong, Macau, Taiwan, Japan and South Korea, working with their leaders to enhance client offerings and formulate business strategy for the local market. He has 26 years’ experience in real estate, starting his career in London then, after two years, moving to Asia Pacific to advise clients on projects across 14 countries. His advisory skills now span project leasing, strategic dispositions, asset management for owners, portfolio management, tenant representation and strategic occupancy planning for tenants.

  • Director School of Architecture, Chinese University of Hong Kong

    Hendrik TIEBEN is an urban designer, researcher and educator devoted to the creation of healthy and inclusive cities. He is a Professor and Director of the School of Architecture at the Chinese University of Hong Kong (CUHK). Over the last years, he developed a series of public space and placemaking projects to empower local communities. The projects have been featured in international publications and biennale exhibitions. In his recent Worldwide Universities Network project Hendrik Tieben focused on the relationships between urban form, health, and wellbeing. In this context, he co-initiated with the Journal of Public Space, the project “2020: A Year without Public Space under the COVID19 Pandemic”.

  • Executive Director and Chief Executive Officer, NWS Holdings Limited

    Mr Ma has been the CEO of NWS Holdings Limited since January 2019.  He was the Acting CEO of Hong Kong-Shenzhen Innovation and Technology Park Limited and Principal Consultant of the Hong Kong Science & Technology Parks Corporation.  Mr Ma joined the Government of the HKSAR in January 2014 as the Under Secretary for Development and was subsequently appointed as the Secretary for Development in February 2017. Before that, he was the Executive Vice-President for Civil and Infrastructure Business (Asia Pacific) of AECOM Asia Company Limited.

    Mr Ma is a Member of General Committee and Chairman of Real Estate & Infrastructure Committee, both of the Hong Kong General Chamber of Commerce; a Co-opted Member of Development Committee, the West Kowloon Cultural District Authority; and Vice President of the Hong Kong Institution of Engineers.
