Governing Council

RICS Governing Council

Governing Council is our highest governing body, setting our global strategy and ensuring RICS fulfils its Royal Charter obligations. It provides strategic oversight on requirements for entry into the profession, and the setting and enforcement of professional standards so that we continue to deliver confidence in the built and natural environment. It also shapes our priorities as an influential thought leader, and provides high-level assurance on our operations as a sustainable business and professional body. 

With diverse membership from around the world and across core strategic areas of the profession, Governing Council provides the leadership and expertise to set a strategy that advances public trust in the profession and ensures we are a force for positive social impact.

RICS President 2023

Ann became RICS President in January 2023 following her election in May 2019. She is both a licensed architect and real estate broker based in Los Angeles, California. In 1995, she established Gray Real Estate Advisors providing consulting services to investors, property owners and attorneys to optimise values of complex properties. Over the course of her career she has been involved in nearly a billion dollars in high-quality commercial and institutional development. Recent clients include Invesco, Citibank and the Episcopal Diocese of Southern California.

Ann previously directed corporate real estate at Paramount Pictures, a division of Viacom, where she oversaw property acquisition, master planning and the design of corporate and production facilities. During her tenure, the studio underwent technical upgrades, launched historic preservation strategies, and initiated sustainability standards. Prior to Viacom, Ann was VP Development at Indivest, a private commercial developer. Ann holds a BA in Applied Mathematics and a Master of Architecture - both from UCLA.

Governing Council members

  • Albert obtained a B.S Degree in Civil Engineering in July 1986, Diploma in Quantity surveying from CEM in September 1995 and RICS membership in October 1998. He has five year contractor practice from July 1986 to February 1992 in CSCEC, seven year QS consultant practice in Levett & Bailey Hong Kong Office, Beijing Office, Beijing PM Consulting company retrospectively as QS, Chief Representatives, Managing Director from June 1996 to June 2005, and then he provided QS service to the industry as Managing Director independently.

    For RICS affairs, Albert was the Board Member of 2004 to 2009 China Steering Group and 2005 to 2009 Asia Education and Standard Board. He is also a Licensed Assessor and Licensed Trainer, helping RICS to pioneer the Chinese Market. Albert has also been a Board Member of the Construction Cost Evaluation Standard Review Committee, the China Ministry of Housing and Urban Rural Development since January 2017.

  • Louise is a member of RICS UK and Ireland World Regional Board. She is also an RICS Associate Assessor for Quantity Surveying and Construction and accredited expert for RICS Board recruitment. Louise is the Executive Property Director for Broadland Housing. She is responsible for Broadland Repairs Service, Broadland Facilities Services as well as ensuring Broadland homes meet the decent homes standard. Louise also manages IT, facilities and services within the Property Team.

    Louise is passionate about promoting sustainability both within the organisation and with Broadland’s tenants. She has been recognised by Sustainable Homes for her work around sustainability, receiving an award for Leadership. Louise is also a trustee for The Commonwealth Housing Trust, who raise funds to help people in the poorest countries to have decent homes.

  • Claudio has been a professional in the real estate market for the last 40 years. He graduated as a civil engineer at Instituto Mauá de Tecnologia in Brazil and has a Master of Engineering at the University of Sheffield, UK. Currently the Chairman of the Advisory Board on Secovi-SP (Real Estate Association representing ninety thousand companies in São Paulo state), where had previously been President in two terms (2012-2016). He is also Chairman at the advisory board of the Secretary of Urban Development of São Paulo city.

    He is a Professor in the area of Urban Development in the RE MBA at ESPM and previously on RE investment at FGV (Fundação Getulio Vargas). Claudio is the author of books and articles on urbanism and construction. He is a weekly columnist on Cities, Urbanism and Market, at Folha de São Paulo newspaper and previously president of the Brazilian Council of ULI.

  • Jonathan is a Chartered Surveyor and RICS Registered Valuer with over 20 year’s extensive professional experience in residential survey and valuation. Formerly, employed as area and regional surveyor with e.surv, Valunation and Broadbent and Co. He is Technical and Development Surveyor for Home Surveying Services and non-executive director of Paisley Surveyors consultancy based in the United Kingdom. His main area of responsibility is within survey and valuation risk and compliance.
    Jonathan is passionate about promoting sustainability and ED&I within the property industry.
    Jonathan holds a BSc in Urban Land Economics from Sheffield Hallam University and sits as Co-optee on his Local authority scrutiny panel for Economy and Neighbourhoods, as well as being a SAVA assessor alongside holding various charitable trustee roles

  • Alan is the Chairman of Knight Frank (Hong Kong) and has over 40 years’ experience in the property markets of the United Kingdom, Hong Kong and China. Alan has worked in both the government and private sectors in Hong Kong where he has been based for over 35 years. He specialises in areas of land resumption, development and management and was Land Advisor for the acquisition and development of land for Hong Kong’s rail expansion programme.

    Alan acts as an independent expert surveyor and has worked on numerous development consultancy projects and studies as well as providing advice on feasibility assessments, land grants, lease modifications, rating & valuation and aspects of due diligence for public and private funds. Alan has been a Member of Governing Council since 2015, a former Member of the RICS Asia World Regional Board, an RICS Registered Valuer and RICS Hong Kong Registered Expert on Land Matters.

  • David qualified as a chartered surveyor in Dublin, Ireland in 1994 under the mentorship of John Oliver Costello at Costello Commercial.  He has over fifteen years of industry experience in office agency, shopping centre asset management and commercial property valuations in both Ireland and the United Kingdom.  During this time, he worked with several leading real estate firms such as JLL and Colliers International and other firms which have since been subsumed into international firms such as CBRE and Deloitte. 

    In 2011 David became a full-time academic at the University College of Estate Management (UCEM) specialising in property investment, valuation, property asset management and property agency in the commercial property sector. He is the programme leader for the MSc Real Estate.  He is a knowledge expert at UCEM on the subject of ‘Ethics’ and a member of the institution’s EDI and apprenticeships working groups.  UCEM is the leading provider of supported online education for the built environment.

    He is an APC assessor/chair for both the RICS and SCSI (Society of Chartered Surveyors Ireland) and a member of the ‘Education and CPD’ standing committee at the SCSI.

    Between 2017-2020 he was an External Examiner for the BSc Auctioneering, Valuation & Estate Agency degree programme at the Technological University Dublin and an External Adviser for the BSc (Hons) Real Estate and MSc Real Estate at Liverpool John Moores University in 2022.

    David regularly runs a series of ‘Introduction to Office Investment’ webinars at Bayfield Training in which he and industry guest speakers review office investment dynamics in cities such as Budapest, Dublin, Frankfurt, Hamburg, London, Lyon and Paris.  He has also provided webinars for the École Supérieure des Professions Immobilières (ESPI), France and Northern Business School (NBS), Germany in 2021/2022.

  • Martin Eberhardt is a member of RICS since 1996. In 1997 he founded the RICS Regional Group Berlin and from 2000 to 2005 he took over the management of the Regional Group North in his hometown Hamburg. He is a member of the Executive Board of RICS Germany since 2010 and its Chairman since 2013. Holding an MBA, he has worked in the real estate industry for over 30 years, with extensive knowledge of the entire lifecycle of a property.

    As a young professional he worked in Corporate Real Estate Management at Daimler-Benz and then filled positions as managing director at Colliers Grossmann & Berger, Union Investment Institutional Property, Bouwfonds IM Germany and Corpus Sireo Real Estate/ Swiss Life Asset Managers. In addition to his voluntary work for RICS, the enthusiastic footballer is also a member of the Presidium of the German Property Foundation (ZIA).

  • Birgit is team leader of the German Duff & Phelps Real Estate valuation team. She is responsible for client acquisition and relationship, revenue and further development of the Valuation Services division. Birgit has 20 years of experience in real estate valuation and strategic business consulting. She has specific experiences in valuation of commercial real estate and residential portfolios for national and international investors, e.g. institutional funds, corporates, project developers in purchasing, accounting or financing purposes.

    Prior to joining Duff & Phelps REAG GmbH, Birgit was with JLL, Cushman & Wakefield and Rödl & Partner.

  • Bill has been in the property industry for 35 years, and became a Chartered surveyor in 1986. He is also a member of the Singapore Institute of Surveyors and Valuers (SISV). In 2002, Bill joined Royal Dutch Shell where he held various positions in Corporate Real Estate in U.K. and Asia. In 2011 he became RICS ASEAN Managing Director and in 2015 he was appointed RICS Standards Director (Asia-Pacific). In mid-2016 he left RICS for a global CRE/FM role in a multinational mining/minerals organisation.

    Bill was a member of RICS Asia Board (2008 to 2011), RICS Audit Committee (2010-11) and was Chair of RICS Singapore Working Group (2008-09). In 2018, Bill was shortlisted by RICS in the First Movers category for its ‘’Pride in the Profession’’ initiative to showcase the significant and positive impact that surveyors have made to society over the past 150 years since RICS was founded.

  • Nicholas lives and works in the United Arab Emirates and is the Chairman and Managing Director of CBRE Middle East Region, which he established in 2005. This Region now encompasses his firm’s operations across Turkey, Middle East and North Africa. He served as the Chairman of the RICS MENA Advisory Panel until December 2019 and is a member of the Institute of Revenue, Rating & Valuations and the Royal Institute of International Affairs (Chatham House).He is also Chair of the Lillian Sutton (SoC) Charitable Trust. Nicholas is a Global Scot and is The Scottish Government’s Trade Envoy to the United Arab Emirates.

    He holds the Reserve Decoration, and was named by Arabian Business as one of the 100 most influential people in the UAE in 2017. This was followed up in 2018 by being named one of the Top 100 Executives by Forbes Middle East.

  • Kathy is a Chartered Quantity Surveyor with 25 years of experience in teaching and research in property and quantity surveying. She is currently Head of the Department of Construction Economics and Management, University of Cape Town. She lectures across South Africa and has undertaken international collaborative research projects with Universities across the world. Her research is focused on developing a deeper understanding of the built environment that seeks grounded solutions for the sustainable urban development and management of African cities.

    Kathy holds a PhD from Salford University in urban and community-based facilities management and is a professionally registered quantity surveyor in South Africa. Past roles have included the immediate Past-President of the South African Council for the Quantity Surveying Profession, past member of the Council for the Built Environment in South Africa, the Regional Editor (Africa) for the Journal of Facilities Management and a member of the Editorial Board of the African Journal of Real Estate Research.

  • Uche is the Chief Valuation Officer, Cayman Islands Government, responsible for formulating and implementing Real Estate policies and procedures. Previously, employed as the Business Development Manager for the Caribbean Region with DDL, a full-service real estate practice based in the Cayman Islands. Uche has over 25 years real estate experience gained in the UK and Caribbean within the private and public sector.

    He serves as the RICS Cayman Chapter Chair, is a member of the RICS Caribbean Advisory Group and previously served on the RICS Americas World Region Board. He is a Fellow of RICS, a registered valuer, a Licensed Assessor Trainer and an APC Assessor. He holds a bachelor’s degree in Estate Management, a Masters degree in Property Valuation and Law and a post-graduate diploma in Business Systems Analysis and Design from the City University Business School in London, England.

  • Andrew has been a partner within Knight Frank’s Valuation & Advisory business based in London, since 2007.  His main area of responsibility is within valuation risk and compliance in the UK and globally. Andrew is an RICS Registered Valuer with extensive professional experience of property valuation, particularly within residential development and investment. In addition to the UK, Andrew has considerable experience of valuation practice across Europe and internationally. 

    Andrew chairs RICS’ Market Liaison Group, which provides the professional indemnity insurance industry and RICS with a platform. In 2021, Andrew chaired RICS’ Professional Indemnity Insurance Expert Advisory Forum, which was tasked with making recommendations as to how the PII issues facing firms could be addressed.

    Andrew holds a BSc Estate Management from the University of Greenwich and an MBA from Bayes Business School, City University of London.  He has a passion for the future of his profession shared by many RICS members.

  • Gordon is a Chartered Land Surveyor with over 30 year’s professional experience of Hydrographic and Land surveying and associated spatial data management. He is director of Venture Geomatics Limited a technical consultancy based in the United Kingdom providing support to the energy, engineering and telecoms sectors.

    After graduating from the University of Glasgow he worked on projects worldwide becoming the global group Chief Surveyor of a large international survey company, before, in 2006, setting up an independent consultancy which continues today. His work involves many elements of spatial data across land, coastal and marine areas and Gordon is active in promoting and expanding the awareness and importance of marine natural capital and the blue economy.

    Gordon is a vice chair of FIG Commission 4 – Hydrography; is an FIG member of the FIG/IHO/ICA International Board on Standards of Competence for Hydrographic Surveyors and Nautical Cartographers (IBSC) which oversees the Standards at an international level, an external examiner and industry advisor to several UK tertiary educational institutions and he is a board member and Fellow of the Hydrographic Society of UK & Ireland and is a Fellow of the Royal Institution of Navigation.

  • Praveen is a seasoned real estate professional with extensive skills in finance, corporate credit, valuation, consulting and construction due to his education and experience in varied industries and locations. He is a registered valuer for real estate as per the Companies Act of India, and presently manages government infrastructure advisory, valuation, consulting and market research businesses.

    Praveen is on the expert panel of multiple committees of the government of India, including the Valuation Standards and Insolvency and Bankruptcy Boards. He started his career in construction, moving to building material designs, sales and then to valuation and corporate finance, working with leading institutions in each of these sectors. He has handled large portfolios in excess of $3 Billion Dollars, and has been working with RICS as an assessor and counsellor for almost 10 years.

  • David has 30 years’ experience in property finance, valuations and real estate services both in the UK and Australia, across all property sectors and asset classes. He has held a number of senior roles in the property industry, and is currently head of valuations CBRE, Melbourne. David’s core skills are in customer and team relationship management, communication and negotiation, leadership and coaching, all carried out with the highest integrity. He is passionate about leadership and coaching and will provide mentoring to valuation team members, as well as guidance and advice to the national directors on valuation and risk-related issues.

    As well as participating in property industry professional association activities, David also takes an active role in promoting and expanding the CBRE valuation business and liaising with banking and finance, government, institutional and corporate clients.

  • As a Chartered building surveyor and Director at BTY Group, Rob has over 10 years’ experience working across North America, the Caribbean, Europe and Oceania. In his current role, Rob leads a team that oversees construction and infrastructure projects with a portfolio value in excess of $10bn. As part of this role, Rob advises financial institutions and other stakeholders on the risks associated with their investment.

    Rob has experience in managing multi-family residential construction projects and specialist skills in the area of construction investigations and reporting for Legal claims. Rob has provided Expert Witness services and advice regarding defects, damage and repair solutions.

  • Alexia has 30 years’ global experience in construction cost management, based in the United States. Having started her career in estimating and project controls at KTI Corporation (now TechnipFMC), she transitioned to valuation and real estate roles at Deloitte, and risk management at Faithful+Gould, then spent 17 years as an external auditor. She has recently returned to her “roots” in estimating, at AUI.

    Alexia has published several technical books, and is on the editorial board for the journal Project Management Research & Practice. She holds a bachelor’s degree in Physics, master’s degree in Civil (Structural) Engineering, and PhD in Strategy, Project, and Programme Management. Alexia is a Fellow of the RICS, AACE International, ICEC, and the Guild of Project Controls. She was previously Chair of ICEC and President of AACE International. She is an accomplished marathon-distance open-water swimmer, and (when in London) never misses an opportunity for an early morning swim with the Serpentine Swimming Club.

  • Lord Bichard was made a life peer in 2010 and sits on the cross benches, following a long career in local and central government. Having served as Chief Executive of Brent Council and Gloucestershire County Council, he began a succession of senior government roles in 1990 when he was appointed Chief Executive of the Benefits Agency. In 1995, he was appointed as Permanent Secretary at the Department for Education and Employment.

    In 2001, Lord Bichard served as Rector of the University of Arts London and Chairman of the Design Council. In 2004, he was asked to lead a government inquiry into the circumstances surrounding the murder of two 10-year-old girls in Soham. He was subsequently appointed Chairman of the Legal Services Commission before becoming Director of the Institute for Government in 2008 and Chair of the Social Care Institute for Excellence in 2013. He most recently served as Chair of the National Audit Office.

    In 2022, he published a critically acclaimed review of RICS' purpose, governance and strategy and was appointed Interim Senior Independent Governor at RICS in August 2022.

  • Tina became RICS President-Elect in January 2023.

    She works as part of the global Presidential Team to advance strategic goals and create positive impact, particularly in the field of sustainability.

    Tina is an international real estate executive with over 25 years of experience in the built environment across asset management, development projects and sustainable investment.

    Tina has served as the Chair of the Europe Board from 2017 to 2021, where she had a strong focus on driving advocacy for public and private action to combat climate change, whilst embracing new technologies and the opportunities they present for our ways of working and living. She is also a European Ambassador for the World Green Building Council’s #BuildingLife campaign.

    Candidates in Brazil and Canada were elected uncontested.

    This was the first election for the 15 market seats that were created to implement the Bye-law changes agreed by the profession in 2018 to modernise our governance structure. The election now completes the establishment of RICS' new Governing Council comprised of 15 market seats, 6 strategic seats, and 4 leadership team seats.

    Our new governance structure brings diverse, global leadership to Governing Council, shaping a vision for RICS that pioneers innovation and creates better spaces and places for future generations.

    RICS congratulates those elected and thanks everyone who stood for elections. With over 60 nominees, there were many fine candidates, which speaks to the strength of our profession across the globe. RICS also thanks every professional who made their voice hear and helped shape the strategic direction of RICS by voting in the market seat elections.
