Meet the Board

Marc Rostron MRICS


Turner & Townsend

Marc is a Director at Turner & Townsend, based in their Birmingham office. Marc leads the Infrastructure Cost and Commercial Management across the Midlands region across a variety of sectors including Rail, Utilities, Highways, Aviation & Defence. He has over 15 years commercial management experience working on major projects and programmes across the UK.

Marc has been a member of the West Midlands regional board since 2019 and is passionate about supporting improvement in all that we do as a professional body.

Louise-Facellia Baxter BSc (Hons) from CEM

Regional Property Manager

The Arch Company

Louise is a historic race engineer’s daughter originally from Surrey who holds a BSc (Hons) from CEM and qualified as an Associate in 2009. She is currently a Regional Property Manager for The Arch Company.

Louise’s areas of expertise include all elements of property management and has been involved with the RICS for some time as both an Associate Assessor and a STEM Ambassador.

Louise is keen to bring young women to the profession, sharing her enthusiasm to those looking at potential career opportunities.

In her spare time, she manages her husband’s motorsport team.

Tom Bell FRICS BSc (Hons)

Chartered Quantity Surveyor

Tom is a Partner at Quantem, based within their Birmingham office. Tom leads the Quantity Surveying team, specialising in multiple sectors across the West Midlands and UK.

Having been a board member for over 5 years, Tom took over as Chair of the West Midlands Regional Board in 2022. In addition to the Regional Board, Tom is an RICS APC assessor and was recently awarded ‘Alumni of the Year’ by Birmingham City University. This is a testament to the hard work Tom puts back into the local market.

“The West Midlands is a really exciting region, with continuing development and investment expected. Our board consists of passionate members who are all committed to promoting the profession. We acknowledge that the RICS and our board still have work to do but are confident that with the support of the wider membership, we can ensure that the West Midlands obtains the best out of the RICS”.

Unusually, Keith is a Non-Solicitor Partner and Head of the Construction and Engineering Team at Harrison Clark Rickerbys, Solicitors.  Keith is a Chartered Quantity Surveyor, Chartered Construction Manager, Chartered Arbitrator, Panel Adjudicator, Accredited and Panel Mediator, Accredited Dispute Board Member, Forensic Surveyor and Visiting Lecturer.

Amongst a number of appointments in addition to serving on the West Midlands Board of the RICS, he serves on the West Midlands Committee of the CIArb, is Chairman of the West Midlands Arbitration Club, Chairman of the UK and Ireland Branch of Quantity Surveyors International and a Trustee of the CIOB.

Keith has been involved in most aspects of quantity surveying, project management and contract administration from inception to completion of a wide range of projects and under a number of different forms of construction contract. 

Keith’s project experience includes residential accommodation, multi-storey offices, healthcare and public/government buildings, education and laboratories, airports, commercial and industrial developments, defence and engineering installations and petrol retail.

Keith uses his huge breadth of experience both as a construction professional and as an arbitrator and adjudicator to take a holistic approach when advising clients in relation to construction projects including in order to avoid, manage or resolve disputes.

Keith is passionate about the construction industry and changing it for the better.

Mark Lucas MSc MRICS MCIArb

I am a Chartered Quantity Surveyor and RICS accredited Quantum Expert with over 35 years-experience across all sectors of the built environment both in the UK and overseas. Having started my career in industry rather than professional practice I’ve grown to understand at a practical level the differing range of attitude toward the role and purpose of RICS.

Participation at regional board level provides the ideal platform for me to actively represent the wider quantity surveying profession and regional membership in promoting their aspirations for a diverse, responsible, and well governed professional body that continues to uphold the highest standards.

Phil Richardson MRICS

Quantity Surveyor

I have been an associate member of the RICS since the 1980’s and my career as a quantity surveyor has mainly involved me in senior roles with contractors delivering in the infrastructure sector. During this time, I have been fortunate to be involved in iconic projects like London 2012, the modernisation of the West Coast railway and the development and construction of High Speed Two.

As a relatively new board member, I am looking forward to developing and mentoring successive generations to face the challenges ahead to meet climate change, to improve our overall efficiency in delivering property, infrastructure and the new digital environment.

Randip Singh Bahra BSc (Hons), FRICS

I hold a degree in Quantity Surveying although my RICS pathway is General Practice Residential (old Housing Option) I have an excellent reputation as an affordable housing and construction professional offering more than 30 years of experience. I had the honour of becoming FRICS in 2015. I have been an RICS Assessor and Chair since 2003. My consultancy work (Director at Hephaestus Associates Limited) has taken a back seat for a full-time role at the Department for Education.

My have a strong belief in family and hard work (which has been ingrained in me through my Sikh faith). I have a real passion for promoting the RICS and was a founding member within the Civil Service of the Government Property Profession.

Charles Kirkpatrick MRICS

Commercial Director

Charles is a Commercial Director in Arcadis’ Rail Consulting business.  Charles’ expertise lies in supporting his clients with the delivery of major infrastructure programmes with a focus on pre-contract strategy, supply chain engagement and procurement. 

Charles has worked on many of the UK’s largest infrastructure programmes including, Crossrail, Thames Tideway Tunnel, High Speed 2 as well working within the Defence, Mining and Water sectors supporting clients with the delivery of their capital portfolios.  

Charles joined the RICS West Midlands Board as he is passionate about supporting the next generation of surveyors in our region.  With unprecedented levels of investment in construction activity in the West Midlands with some of UK’s largest infrastructure programmes on our doorstep, Charles is looking forward to helping the RICS capitalise on this opportunity.

Dr. David Higgins

Professor of Real Estate

Birmingham City University

Dr. David Higgins is the inaugural Professor of Real Estate at Birmingham City University, a relatively new university with the focus at serving the local community. After recent rapid growth, it is now the second largest of five Birmingham universities. The undergrad and postgrad real estate programmes are to align with industry requirements, alongside a discipline research agenda directed towards the changing real estate landscape covering placemaking, operational real estate and Black Swan Event Theory. Recent research papers and regular industry presentations have focused on the impact of extreme risk and new technology on the built environment.

Richard Paige BSc., LLB(Hons), PG Dip.(LP), ACMI, MRICS

Transport Delivery Manager

Birmingham City Council

Richard is a Chartered Quantity Surveyor and has extensive experience delivering civic buildings and infrastructure projects across the region, including International Convention Centre, National Exhibition Centre, National Indoor Arena, National Rail College (B’ham) and more recently the 2022 Commonwealth Stadium, as well as framework management including Constructing West Midlands and Birmingham Construction Partnership.

Richard joined the WM Regional Board in 2017, which felt like a natural progression, with varied experienced gained over the years and having assisted and supported several work colleagues advancement to RICS chartered status as an APC Counsellor.

Vincent Pegg MRICS

Lead Quality Manager


Vincent is a chartered building surveyor with significant experience leading teams to deliver manufacturing projects. In addition, Vincent also has experience within the commercial, education, government and residential sectors.

Vincent is currently the lead quality manager for a global construction specialist overseeing quality assurance and quality control for major projects in the high-tech manufacturing sector across the UK and Europe. Most notably, Vincent is currently responsible for the construction quality of the new Britishvolt Gigafactory located in Blyth.

Vincent was appointed to the regional board in 2019 and has been very much involved in supporting members across the region He is interested in supporting APC candidates and is an experienced APC assessor and counsellor for the building surveying pathway.

Monique Royle FRICS BSc (Hons)

Divisional Director

Registered Valuer

Monique is a Divisional Director of Fleurets based in Birmingham with over 25 years’ experience in the hospitality sector. Specialising in all aspects of professional consultancy including valuations and a variety of general consultancy issues. Monique primarily deals with properties within the Midlands region, including public houses, hotels, restaurants, visitor attractions, golf courses and caravan parks.

Monique regularly acts as a single joint Expert Witness in relation to matrimonial proceedings and professional negligence actions as well as providing viability reports for clients looking to redevelop or secure a change of use on public houses, attending planning appeal hearings and making representations where needed.

A member of the Transitionary Governing Council 2019 and former Chair of the West Midlands Regional Board, Monique have been actively involved with the RICS since 2013.

Mark Brew MRICS

Head of Commercial


Mark is a Chartered Facilities Management Surveyor and has worked within the FM sector for over 15 years. Mark joined RICS as an Associate member and is a previous winner within the Asset and Facilities Management category of the RICS Young Surveyor of the Year Award.

Mark joined the West Midlands Board in September 2021 with a view to promote and encourage more focus and interest in Asset and Facilities Management.
