Data Collection

BCIS Online is an industry repository for building project costs, analysed elementally. It provides clients, consultants and contractors secure online access to their project data and comparative data supplied by other subscribers.

BCIS Online is a reciprocal service with an extensive and growing database of projects throughout the UK. This is only made possible with the help of our subscribers and members of the construction industry.

BCIS can accept project costs in any format and spends up to two days analysing every project in a consistent format to produce its wide range of tools for cost estimating, benchmarking and indexing. For each project submitted you will receive a benchmark report.

As an added incentive, you can gain informal CPD hours by recording the time taken to submit your data.

To submit your data

  • Email electronic data in any format to
  • If you are a current BCIS subscriber, you can log in to your BCIS account and click ‘Submit Data’ on the homepage
  • Email us links to cloud storage locations, e.g. Dropbox, GoogleDrive
  • We can collect your data from you. Please contact us via email or phone to arrange.

Please note, the format itself is not important as we will standardise and, if required, anonymise your data during analysis so it’s unidentifiable. Download the Confidentiality Policy Statement.

What do we want?

We are interested in receiving project costs agreed between client and constructor at commit to construct from which we can prepare analyses. The analyses can be prepared from contract documents used in most procurement routes, for example:

Procurement route Required Needed Optional

Design and build

Contract sum analysis Employers’ requirements or contractors’ proposals Drawings
Spec and drawings Contract sum analysis Specification Drawings
Traditional BOQ   Drawings
Target cost Target cost breakdown Specification Drawings

All projects require gross internal floor area, the date on which costs were agreed and location if not included in the supplied documents.

Where the contract document provides unit rates and associated quantities (e.g. Bill of Quantities) we can calculate a project tender price index and include it in our calculations for the All-In TPI.

To allay any concerns about commercial sensitivity, BCIS has a stringent confidentiality policy. Submitted data can be anonymised so they are not identifiable or used exclusively in statistical studies.

In the event you are unable to provide this level of detail it may be possible for you to provide a high-level construction cost per m2 for accepted tenders, preferably broken down into elements or sub-elements, i.e. substructure, superstructure, finishes etc. This can be used to update our average building price studies and we will still provide you with a benchmark report.

It doesn't matter what format you send your data in, as we will standardise it during analysis. If you are unsure your data will be useful, please do not hesitate to send it in and we can review. Too often our subscribers have the data but don’t realise its usefulness.

The information we require can be obtained from, but is not limited to, the following priced documents:

  • Bills of quantities
  • Contract sum analyses
  • Quantified activity schedules
  • Target cost summaries
  • Target cost build-ups
  • Quantified schedules of works
  • Framework packages
  • Benchmarking studies
  • Operation and maintenance expenditures

Why send us your data?

  • The strength of BCIS database is the range of projects available, which relies on the support of our subscribers, the profession and the industry. The more and varied project data we receive, the more robust our data, affording you a greater spread of projects to benchmark against.
  • In return for submitting project cost data, you will receive a benchmark report that allows you to compare the performance of your project against other similar projects.
  • BCIS can provide a readily accessible database for your projects and a key resource for your clients, consultants and contractors.
  • Contracts and price agreements are often based on BCIS inflation indices. Submitting your data ensures it is reflective of the inflation you are experiencing.
  • BCIS forecasting models include the latest project data submitted, allowing you to use the forecasts with confidence.
  • The data submitted will be formatted in Elements in accordance with the BCIS Standard Form of Cost Analysis and RICS New Rules of Measurement 1.

What's in the benchmark report?

  • Key findings in relation to construction costs and group elements are summarised.
  • Analysis on functional costs is provided, where applicable.
  • Insights into simulations that BCIS has modelled, allowing us to estimate the cost impact of adjusting the base date and region.
  • An estimate of the life cycle cost for operating and maintaining your facility for 30 years, and how contract duration compares to similar projects

  • Make smart strategic decisions and demonstrate value for money.
  • Facilitate best practice through data standardisation and industry-compliance.
  • Provide added value with insight on life cycle costs, contract duration, inflation and regional variation.
  • Demonstrate you are benchmarking your data against an independent source, mitigating any costly risks.
