The Standards and Regulation Board has exclusive responsibility for strategy, policy and operational oversight of RICS' professional standards, entry and admission to the profession, education and qualification standards and regulatory functions of RICS.
The Board is comprised of non-members (independent) and members of RICS, and reports to Governing Council.
Janet has extensive experience of regulation and of leading Boards gained during a highly successful career in a range of high-profile national organisations. She was the first Chief Executive of the National Youth Agency and created the European Confederation of Youth Club organisations. She went on to establish and manage the England operation of the National Lottery Charities Board and was Chief Executive of the Law Society from 2000 to 2006. Janet was First Civil Service Commissioner from January 2006 and is currently Chair of the Appointments Commission for the states of Jersey. She is also Chair of the Board of the Council of Licensed Conveyancers and a trustee of Contemporary Applied Arts. Janet was appointed Dame Commander of the Order of the British Empire in 2010. She is a member of the Privy Council.
Dame Janet Paraskeva was appointed in 2019 as the first independent Chair of, what was at that time, the newly created Standards and Regulation Board. Janet has chaired and led the Board during a time of significant challenge and change at RICS and, from September 2022, has been re-appointed as Chair of the SRB for a further three-year term.

Richard Waterhouse FRICS Professional member
Richard is a Chartered Surveyor by career, joining the RICS Standards and RegulationBoard in March 2020. He leads on thought leadership for sustainability, diversity and placemaking.Initiallypractising as a valuation surveyor with office, retail and industrial properties, Richard later specialisedin contractors and profits-based valuations before moving into policy roles. He is passionate about the public interest role of the RICS and driving professionalism within the built environment.Working previously with the Cabinet Office to establish the Government Property Profession, he focused on diversity, capability growth and building networks across the UK including, different devolved governments and public sector spheres.
He is a strong advocate for widening accessibility to theprofession, making it more representative of the people it serves. Richard has extensive public sector experience within the land & property markets, developing and driving policy across residential, commercial and infrastructure. He has served across several departments including, Communities & Local Government, Cabinet Office, HMRC and Treasury and in areas including litigation, policy development, risk & assurance, and introduction of new legislation. He also maintains a keen interest in the historic property, environmental conservation, lithics and kayaking.
More widely, he holds judicial office as a Valuer Chairing London, on the First Tier Tribunal (Property Chamber), dealing with residential disputes, and teaches valuation at the University College of EstateManagement.
Dele Oyekanmi FRICS, Kingdom of Saudi Arabia

Dele is a versatile multi-talented leader, with over 30 years of experience as a Commercial, Contracts and Procurement Professional in the Construction Industry in the UK, Europe and MENA, with leading International Consultants, Developers and Clients.
Currently, Dele is engaged with one of the world’s most innovative and impacting projects in the world - THE LINE with NEOM in Saudi Arabia. Dele’s career started in 1989 in London as a Trainee Quantity Surveyor in the public sector and then moved over to the private sector in 2000 where Dele became an RICS Chartered member in 2002. Following a successful career in the UK, Dele moved to Qatar in 2008 to work on mega projects and was appointed an RICS Fellow in 2014.
As a vital motivated RICS member Dele has been a member of the International Conduct and Competence Global Advisory Group and acts as a Chairman for Assessment for Professional Competence (APC) for the RICS Chartered qualification. For the last 14 years, Dele has been a counsellor and mentor for potential Chartered Surveyors around the world and has seen many become successful Chartered Surveyors and Project Managers.
Dele also has a strong passion for voluntary work and has just recently been appointed a Global Ambassador for Lions heart – RICS supported charity. In addition to this Dele is the founder of Destiny Builders (a non-profit organisation) which has helped impact the practical lives of less privileged people in Sub Sahara Africa for the last 25 years.

For 30 years, Anne was a journalist and media executive, most recently at Times Newspapers, where she served as Assistant Editor, Managing Editor in charge of staffing and budgets, Editor in Chief of Times Digital and sat as an executive director on the board of Times Newspapers. For 10 years, she was a property correspondent for The Times, where she created Bricks and Mortar, and for the Financial Times, where she interviewed Donald Trump. She believes strongly in the power of places to improve lives.
For seven years, Anne served as Chief Executive of Career Ready, an employability charity transforming the career prospects of disadvantaged teenagers across the UK. The charity’s programme is delivered by several thousand business volunteers, including RICS members. That role was driven by a passion for seeing people from all backgrounds fulfil their potential and to increase diversity in the workforce. The charity has created an award in her name. She previously chaired the charity One Parent Families, for which she received an OBE.
Anne is Chair of the Greenshaw Learning multi-academy Trust, a non-exec director of data consultancy Profusion and a trustee of Royal Springboard, which drives social mobility through access to boarding schools for vulnerable children.
Julia Woodhouse Independent member
Julia is an independent non-executive Board member of Outokumpu, a leading global stainless-steel manufacturer, listed in Helsinki, employing 10k people across multiple sites. She is a member of the Outokumpu board Audit Committee. Julia is, in addition, a member of Outokumpu’s external ESG Advisory Council. She is also an independent board member at Surface Transforms Plc, a UK based company producing carbon ceramic brake discs for the automotive sector and sits on both the Audit and Remuneration Committees. Previously, Julia was also a member of the Advisory Board of Nexcel, a BP/Castrol start-up.
Prior to transitioning into her non-executive roles, Julia had a thirty - year career in the automotive industry, working for Ford Motor Company and interfacing closely with many major automotive companies and leading global suppliers. Her executive roles with Ford included global leadership positions in Purchasing, organisational design/implementation and process re-engineering teams. In her last role with Ford, Julia was head of global Chassis Purchasing, working with her Engineering partner, to co-lead Ford’s world wide Chassis business. She has worked in both operational and strategic roles, maintaining a strong interest in diversity, mentoring and personnel/team development, along with supply chain robustness and ethical sourcing.
Julia’s career has given her the opportunity to work internationally with direct responsibility for teams in Europe, North and South America, India and China. She has travelled extensively and had international assignments based in the USA and Germany for several years.

She is an accomplished Global Business Leader with over 25 years of international business experience, driving large-scale business transformation & change management within fast-growing companies with multiple & complex mergers and acquisitions. She is known for strategic leadership excellence. She has led and managed large, complex, and multicultural teams based on six continents, coaching business leaders, building high-performing teams, and influencing stakeholders across the business ecosystem.
She is an experienced Board Member in HTX (under the Ministry of Home Affairs) and Republic Polytechnic’s School of Management and Communications. She has served actively, in the past decade, in many task forces, to transform the HR ecosystem and build capabilities in the workforce.
Carmen is a regular speaker at conferences, an award-winning HR leader, and author of her latest book, ‘From The Kampung To The Boardroom: My Leadership Journey’.
She is a much sought-after thought leader and influencer and has given extensive interviews on social media, press, radio, and TV mediums.

Deborah Nicol-Omeruah, Nigeria

Deborah is an accomplished Real Estate Expert with 20 years’ experience in real estate development, finance, and strategy across Africa and in the UK. She has a solid track record in the acquisition, development, sale, and management of a diverse mix of commercial, residential, hospitality and retail assets in West Africa.
Deborah is also a Non-Executive Director on the Board of First World Communities Limited, a leading real estate development company focused on delivering affordable housing for medium to low-income earners across Nigeria. Her former roles include Acting CEO and Managing Director for UPDC PLC, Nigeria’s largest institutional real estate development company listed on the Nigerian Exchange; Non-Executive Director of Trustbond Mortgage Bank Plc (now FirstTrust Mortgage Bank) in Nigeria where she sat on the boards Audit, Credit and Governance & Remuneration Committees; Africa Account Director for Standard Chartered Bank at Broll Property Group; and Chief Operating Officer at Landmark Africa Group.
Prior to moving to Nigeria, Deborah lived in the United Kingdom, working as a certified Financial Adviser at both Lloyds TSB Private Banking and HSBC Bank Plc. Deborah is currently completing an Executive MBA as a 30% Club scholar at London Business School, UK.
